Copenhagen Infrastructure Service Company (CISC) - a service provider working exclusively for the global fund management company Copenhagen Infrastructure Partners (CIP), is currently looking for an experienced Regulatory & Government Affairs Manager to join our office in Utrecht, the Netherlands.

The role

You will execute the regulatory and government affairs strategy and day-to-day policy and public affairs activities in the Netherlands, focusing on the Zeevonk joint-venture (50/50 CIP/Vattenfall). The joint venture has been awarded the Ijmuiden Ver beta offshore wind tender and will develop 2 GW offshore wind and 1GW of System Integration Flexible Assets (Power-To-X).

Related to Zeevonk Power-to-X, you will direct external advocacy efforts, outreach programs and initiatives in the Netherlands in support of the project goals. Furthermore, you will coordinate any wider CIP engagement and priorities with the relevant Dutch industry associations and most senior Dutch government officials. This role will collaborate extensively with counterparts in Vattenfall.

Working together with the senior managers across the Zeevonk project in the Netherlands, the Global Public Affairs and Communications team in CIP’s HQ in Copenhagen and other key stakeholders and partners, you will work to meet the organization’s goals and drive policy and regulatory change around offshore wind, renewable hydrogen, and other renewable technologies.

You will report to the Commercial Director Zeevonk JV in CISC, and you will collaborate closely with the Global Public Affairs and Communications team in Copenhagen.

The role would be based out of our office in Utrecht. Some days of travel should be expected. CISC is planning to move to offices in Amsterdam in Q1 2025.

Responsibilities will further consist of:

  • Connect the regulatory framework (REDII, REDIII) to the commercial part of the project
  • Advocate implementation of the REDIII in the Netherlands in a fitting way
  • Advocate and work with stakeholders on electricity grid fee reductions for large scale e-consumers, such as large-scale electrolysers
  • Advocate faster development of Delta Rhine Corridor
  • Maintain a comprehensive understanding of the policy and regulatory landscape, with a focus on renewable hydrogen (RFNBO) and offshore wind.
  • Work with relevant colleagues to respond to relevant government and non-government policy consultations and submissions related to renewable hydrogen
  • Coordinate our engagement with relevant Dutch industry associations, for example NLHydrogen and NedZero
  • Lead and direct screening of public funding programmes (focus on large scale electrolysis/RFNBO hydrogen) with a focus on the Netherlands and the EU, in coordination with CIP/CISC resources in Copenhagen.

About you

You come with +15 years of experience in energy policy or economics; ideally experience in the Dutch political arena and have relevant degree, ideally in Public Policy, International Relations, Business Administration, Political Science, Law or similar.

Moreover, you are a confident leader and influencer, operating individually yet respectfully and collaboratively within wider regional and international structures. You have great knowledge and understanding of the policy landscape, and work with key external stakeholders including parliamentarians and civil servants to deliver our policy and public affairs activities.

We also look for the following in a candidate:

  • High written, verbal and PowerPoint communication skills in English and Dutch, with the ability to deliver clear and concise messages to the stakeholders and process owners
  • Great skills in preparing complex (energy) policy issues in a way that is appropriate for the target audience
  • Convincing stakeholder management skills as well as communication and presentation skills for both senior and junior stakeholders across internal and external functions
  • Hands-on approach with the ability to take initiative and work proactively in a fast-changing and sometimes ambiguous environment.
  • Ability to give and receive criticism and having an interest in continuous professional and personal development.
  • Working in a joint venture environment is considered a benefit.
