Job Description
Context
2GW Offshore Wind Program
Offshore wind energy is needed to achieve the climate goal of a 55% reduction of CO2 emissions by 2030. In 2022, the Government raised the target for offshore wind capacity from 11 to 21 gigawatts (GW) by 2030/2031. Achieving this target means offshore wind farms will supply 16% of Dutch energy needs. It will cover to approximately 75% of our current electricity consumption. The electricity consumption is expected to increase. Therefore, we will need even more offshore wind to be developed after 2030. Future scenarios indicate we will need between 38 and 72 GW of cumulative offshore wind capacity by 2050. TenneT has launched the 2GW program to realize not less than 14 off 2GW HVDC Grid Connection Systems. The 2GW program is basically the plan to organize these 14 connection systems. A 2GW HVDC Grid Connection Systems transports the power from the offshore wind farms in the North sea into the Dutch and German electricity grid. These Grid Connection Systems consist of an onshore substation and an offshore substation. The aimed timeline is to have commissioning started for all 14 connections by 2031.
Your Contribution to TenneT
You will work in the project team of Petrofac-Hitachi Energy (PHE). Multiple 2GW connection systems will be delivered by PHE, the scope includes six platforms. Multiple projects will be conducted at the same time. The Quality Coordinator / Engineer is responsible for guiding and monitoring the Stations Contractor's QA/QC activities with a focus on all quality aspects of the vendor packages (supply chain). The vendor packages can be divided in two groups: High Voltage equipment (HVDC) and Platform scope. Your focus will be on the manufacturing phase: from fabrication start to transport to the yard. Platform equipment such as HVA/C, cranes, generators, Living Quarters, transformers, utility skids, tanks, cooling systems, etc. and HVDC equipment like cooling systems, transformers and converters, control and protection systems. In the role of Quality Coordinator Engineer you will review all the QC documentation from the vendors against the Employer's Requirements, align on the ITPs, coordinate all client inspections with the rest of the disciplines, participate in audits, coordinate a team of inspectors and resolve any quality issues for these packages. The position requires the ability to work closely with discipline leads in the project that are responsible for the functional aspects of the equipment. The role involves frequent travelling and visiting the vendors which are predominantly located in Europe. However, some packages are outside of Europe. You will report to the project's Quality Manager.
Tasks and Responsibilities
•
• Coordinate all inspection activities from client side for these vendor packages
• Align on all the Inspection and Test Plans with the EPCI Contractor for the vendor manufacturing phase
• Align with the EPCI contractor about the inspections, ITPs and quality issues
• Set-up and participate in risk based inspections and audits in the supply chain
• Support the discipline teams with specific quality related issues or documents
• Review quality deliverables from the vendors against the Employer's Requirements (subcontractors from the EPCI contractor)
• Keep an overview of and monitor all quality related problems for each package
• Monitor the contractor's/vendor's Non Conformity (NC) management with particular attention to major/critical NC correction implementation, follow up and closure
• Be responsible for and support the implementation of Employer's Requirements with regards to welding, coating, piping, material selection, functionalities, capacity, automation, interlocking(safety), protection in vendor packages
• Frequent travelling to the construction locations of the supply chain
Profile
•
• Extensive experience with offshore projects in the Oil & Gas, Renewables or Shipping industry
• 10+ years experience in QC inspection role and reviewing and drafting QC plans and ITP's
• Knowledge of International Codes and Standards (i.e. IEC, ISO, API, ASME, ASTM, AWS, DNV, EN)
• Excellent communication and interpersonal skills
• You have strong problem solving skills - not only identify issues, but solve them as well
• Ability to work independently and as part of a team
• You are willing to travel frequently abroad
• You are fluent in English, both verbally and in writing; Speaking Dutch is an advantage, but not mandatory
• Certified Welding Inspector according to CSWIP 3.2 or equivalent is a plus
• Certified Coating Inspector according with NACE CIP Level 2 or equivalent is a plus
• Having NDT Qualifications is a plus
• Knowledge and experience with HVDC equipment is a plus
• Having qualification in low voltage (NEN3140) and high voltage (NEN3840) is a plus
• In possession of driver license valid in NL / Europe.
Good to Know
•
• The role requires frequent international travel (approx 1 x time per month), mainly in Europe, to vendor and manufacturers sites, with possible weekend travel, while maintaining the ability to work both independently and as part of a team.
• Team: 50 members, international, diverse, with a flat hierarchy.
• The rate depends on the expertise and skills of the candidate.
Conditions
•
• At entry, TenneT performs a Pre-Employment Screening;
• Duty station for this position is officially Arnhem Rijnpoort but given the travel that the role requires, it is a flexible set-up.
• Date of start is 03-02-2025 the project duration in until end of 2028, but in various phases.
• First interview is on location (Arnhem Rijnpoort).
Additional Information

• Suppliers must be aware of the laws and regulations regarding employment conditions and Tennet's Collective Labour Agreement. This assignment is placed in scale 8.
