The HSES Officer at the construction site in Rotterdam Maasvlakte, Netherlands is responsible for site HSES during construction and commissioning. The HSES Officer assists the Site HSES Manager with all HSES issues on site during the site preparation stage.
Responsibilities- Promote the 12 Life Saving Rules.
- Provide introductory HSES training for Contractors' employees.
- Supervise subcontractors' activities on site.
- Advise the Site Manager in reprimanding E&C Europe personnel and subcontractors who disrespect regulations in force.
- Ensure subcontractors have considered contractual and local safety requirements (E&C Construction HSES plan and safety standards, local regulation requirements, client requirements).
- Check and co-validate the subcontractor’s method statement, risk assessment and other required documents.
- Check that materials, tools, and machines are controlled according to local regulations and E&C Europe requirements.
- Communicate with subcontractors on safety points concerning special works (e.g., excavations, confined space, work at height, lifting).
- Supervise daily housekeeping on the worksite and base life.
- Attend safety meetings with all subcontractors.
- Manage and check E&C Safe Work Permit, Confined Space Permit, and work at height permits in accordance with local regulation, E&C Europe standards and site requirements.
- Participate in coordination meetings with subcontractors to provide information and monitor coactivity, special works, dangerous works, and safety instructions (client, weather, confined space, etc.).
- Perform site safety audits, identify corrective actions, and follow up.
- Stop activities when unacceptable risks are taken regarding materials, work methods, or execution that could harm people, equipment, or the environment.
- Provide specific training to workers (e.g., induction, TBT, Safe Work Permit, work at height, confined space).
- Implement and update a site-specific HSES/Emergency Response Plan as necessary.
- Participate in safety walk-downs and maintain HSES inspection records (e.g., Safe/Unsafe Acts daily log) as specified in the Site HSES Plan; report substandard conditions and acts to the Site HSES Manager regularly and suggest corrective measures toward close-out.
- Audit documentation of all HSES aspects of (sub)contractors’ MSs/JSAs, permits, equipment inspections, orientations, incident reports, operator certifications, meeting notes, training, etc.
