The Partnership for Supply Chain Management (PFSCM) focuses on strengthening and managing secure, reliable, cost-effective, and sustainable global supply chains to enhance health and well-being in low- and middle-income countries by increasing access to quality and affordable health products. We assist governments, non-profit organizations, commercial firms, and humanitarian agencies in achieving their public health objectives through cost-saving procurement, efficient logistics, pharma-grade storage, last-mile delivery solutions, and real-time data tracking. Overall responsibilitiesThe Supply Chain Solutions Manager is responsible for ensuring seamless end-to-end support, operational onboarding, and communication related to new business, suppliers, clients, and projects, whether they are new or existing. This role requires close collaboration with the New Business Development (NBD) team and the Direct Client Account Management teams.
Under the guidance and supervision of the 4PL Services Director, and in partnership with the Logistics Manager and Freight Category Manager, the Supply Chain Solutions Manager develops and implements customized supply chain solutions. These solutions must meet and exceed the specific service and cost requirements of non-PPM clients and customers, ultimately contributing to the growth of PFSCM's business and enhancing the bottom line.
Key responsibilities include offering competitive pricing to support business capture efforts, designing solutions by identifying opportunities for consolidation or process improvement, deploying innovative and creative solutions, and effectively communicating with all stakeholders to ensure alignment.
Specific responsibilities Operational Onboarding For NBD and Direct Clients- Supervise and coordinate the operational onboarding of the direct client portfolio to ensure 4PL's success, from initial capture efforts through the start and successful completion of contract deliverables.
- Ensure proper oversight of 4PL staff or teams involved in direct client projects, closely monitoring their performance to identify and resolve any service-related issues before they escalated.
- Serve as the escalation point for the logistics team and suppliers to resolve blockages in order fulfillment and delivery, including during peak periods and sensitive cycles like month-end, quarter-end, red zone, and year-end, to lessen stress on the team.
- Participate in strategic supplier calls, helping to solve problems and ensuring they align with PFSCM’s goals.
- Attend incident meetings and assist with resolution efforts when supplier involvement is needed.
- Work with Finance to track payment statuses for orders, resolve or prevent issues such as credit blockages, and ensure smooth transactions.
- Collaborate with the Sourcing team to provide guidance to logistics staff on capturing accurate and timely data for effective order book management. Ensure the integrity and completeness of the data, while also identifying opportunities to streamline and consolidate inefficient orders.
- Work closely with Category Managers and other teams to foster and maintain robust relationships with suppliers through regular communication. Support efforts to enhance data accuracy for performance reviews, and proactively address recurring supplier issues that affect the shipping process, such as unreliable promise dates and documentation challenges.
- Continuously monitor and enhance supplier performance by tracking key metrics, including On-Time In-Full (OTIF), freight lead time accuracy, and other relevant indicators.
- Lead efforts to ensure operational engagement and knowledge transfer on systems, especially Blue Yonder (formerly 1N), and related processes, to empower and train less experienced team members in achieving our digital and data-driven goals.
- Lead and support transportation planning and logistics operational excellence initiatives to enhance the performance of our 4PL services.
- Assist in implementing the Data Logger Program by working with suppliers to ensure smooth integration and compliance with project requirements. Collaborate with QA&R and suppliers to align data logger specifications and installation procedures. Monitor data logger stock levels with suppliers and 3PLs as needed, and resolve any issues during deployment.
- Participate in strategic supplier calls and help resolve problems, including expanding the use of proforma invoices for faster tax waiver submission and processing in eligible countries.
- Collaborate with the 4PL Services Director and Logistics Manager to support specific in-country logistics opportunities and activities, including country visits aligned with PFSCM’s strategic and tactical goals.
- Supervise PFSCM Logistics advisors in key countries to ensure PFSCM’s objectives are met.
- Collaborate with team members to identify and manage supply chain risks, including developing contingency plans to reduce disruptions and surpass service levels for complex projects and deliveries.
- Promote continuous improvement by identifying issues, aligning processes and stakeholder feedback, offering recommendations to enhance PFSCM’s operations, significantly exceed OTIF performance, and improve the customer experience.
- Bachelor’s degree in Transportation, Logistics, Supply Chain Management, Business, or a related field.
- 3+ years supervisory experience at an international level with a good understanding of risk and insurance, preferably within a major international shipping and freight company.
- Proven track record in the movement and protection of pharmaceutical goods and a strong knowledge of the challenges, including regulatory, involved in providing an effective, reliable, and quality-assured distribution service in the developing world.
- Strong negotiation skills, customs procedures and regulations and contracting and service-level agreement management with 3PLs.
- Market knowledge in public sector development; health, food security, disaster relief preferred.
- Previous experience working with international donor agencies, preferred.
- Strong action management including the ability to improve KPIs such as OTIF in the most cost-efficient manner; resourcefulness, initiative, maturity of judgement, and the ability to make sound decisions under pressure.
- Strong organization skills with an eye for details, ability to plan, prioritize and implement day-to-day operations in a timely manner in a fast moving, dynamic, and time-bound environment.
- Strong interpersonal skills with client relations and customer service experience and an ability to work across disciplines and in diverse locations internationally.
- Ability to prepare and deliver public presentations on project/program management and supply chain management.
- Exceptional written and verbal communication skills and the ability to communicate effectively with diverse audiences including internal and external stakeholders. English fluency required.
- Advanced computing skills in standard software systems, such as Microsoft Word, Excel, PowerPoint.
- Willingness and ability to travel, and perform other duties as needed.
- Must be eligible to work in the Netherlands or the United States of America.
- Excellent written and verbal communication, including presentation and interpersonal skills, with a strong sense of customer service. English fluency is required, with another business language preferred.
- Ability to prepare and deliver public presentations on project and program management and supply chain management.
- Experience leading continuous improvement initiatives and change management.
- Affinity for identifying and championing new ideas and process improvements.
- Solution-oriented with attention to detail, accuracy, and efficiency, and able to meet tight deadlines.
