The Framework Manager acts as the senior representative for the Ministry of Defence Navy Future Dredging Capability (NFDC) Framework. The role is responsible for the successful management and execution of the framework contract, ensuring compliance with all contractual, commercial, operational, security and stakeholder requirements.
Reporting to the Operations Manager, the role bridges operational delivery, commercial management, stakeholder engagement and strategic contract governance.
The position involves a hybrid working arrangement, combining office, remote and site-based activities. During campaign execution, regular site presence is required to oversee operational delivery. Site operations are typically undertaken seven days per week between 07:00 and 18:00, including an hour for lunch.
Key Responsibilities Operational Leadership
Provide leadership and oversight of framework operations.
Ensure successful delivery of dredging campaigns and operational activities.
Manage direct reports and coordinate resources, including vessels and crews.
Client Relationship Management
Act as the primary point of contact for the client.
Build and maintain strong stakeholder relationships.
Lead governance meetings, contract reviews and performance reporting.
Contract and Framework Management
Act as the primary contract owner and senior representative for the NFDC Framework.
Monitor contractual risks, liabilities, obligations and opportunities.
Maintain contractual records and correspondence.
Coordinate responses to campaign notices and mobilisation requirements.
Support dispute avoidance and resolution activities.
Ensure compliance with audit, record retention, Freedom of Information, reporting and security obligations.
Commercial Management
Take ownership of framework profitability and commercial performance.
Coordinate pricing of campaign notices and contract variations.
Review budgets, forecasts and cost reports.
Work closely with Contract Support Engineers and Quantity Surveyors.
Drive financial performance against agreed business objectives.
Project Management
* Manage dredging campaigns from planning through to completion.
* Coordinate multidisciplinary project teams and resources.
* Ensure projects are delivered safely, efficiently and in accordance with programme requirements.
Health, Safety, Environmental and Quality Compliance
* Promote and maintain the highest standards of health, safety and environmental performance.
* Ensure compliance with all legislative, regulatory and company requirements.
* Champion quality assurance throughout project delivery.
Security and Compliance
* Ensure operations comply with all applicable security requirements.
* Support the achievement and maintenance of relevant security clearances and procedures.
Requirements Essential
* Degree or equivalent qualification in Civil Engineering, Marine Engineering, Construction Management or a related discipline.
* Experience within marine construction, dredging or major infrastructure projects.
* Significant experience managing NEC, FIDIC or similar forms of contract.
* Proven experience in senior client-facing roles.
* Strong commercial and financial management skills.
* Experience leading multidisciplinary teams.
* Full UK driving licence.
* Eligible to obtain UK security clearance.
Desirable
* Experience working with UK Government or Defence clients.
* Chartered Engineer, Chartered Manager or equivalent professional status.
* Experience in dredging and port maintenance operations.
* Knowledge of naval infrastructure and harbour maintenance activities.
* Project Management qualification (APM, PRINCE2 or equivalent

Additional Information
Reporting to: Operations Manager
Location: Hybrid working with office, remote and site-based responsibilities.
Work Pattern (Approx. 236 Working Days per Year):
Average of 8 days per month attending coordination meetings.
Four monitoring survey campaigns of approximately three weeks each.
Two dredging campaigns of approximately three to four weeks each.
Additional ad hoc campaigns dependent on client requirements.
