Program Manager Division QuTech Quantum Computing


QuTech is the leading advanced research center for Quantum Computing and Quantum Internet. QuTech is a joint research center founded in 2014 by Delft University of Technology (TU Delft) and the Netherlands Organization for Applied Scientific Research (TNO). Quantum technology is a key future emerging technology and QuTech is at the forefront of research and development in this field. QuTech addresses both scientific and engineering challenges in close collaboration with internationally leading industrial partners. Within QuTech researchers of TNO and the TU Delft faculties EWI and TNW work closely together in an international and inspiring working environment that allows plenty of space for ambition, entrepreneurship and innovation.

QuTech’s research and engineering activities are conducted in 3 divisions, each following a single and coherent research and development strategy. QuTech consists of the divisions Quantum Computing, Quantum Internet and Qubit Research. Each division consists of academic staff hired by TU Delft, of applied engineering staff hired by TNO, and of division-specific support staff. The division is headed by a Division Management Team (DMT), consisting of at least the Division Research Lead and the Division Engineering Lead. At this moment we have a team of 300 people working at QuTech and we are happy to welcome our new dedicated Program Manager for the Division Quantum Computing.

Functie omschrijving

The Division Program Manager acts as both Division Coordinator (planning: operational and financial) and Project Developer. So, the Program Manager is the linking pin on matters pertaining to operational and business development matters, well positioned between the divisions, Board of Directors and central support staff. This is a crucial role within the Division and asks the most of your coordinative and project developmental skills.

Responsibilities and tasks of the Division Program Manager

Division Coordinator
The Division Program Manager gives continuous support to the Division Management Team as Coordinator:

  • Coordinate the (multi)annual strategic planning of the division: alignment budget and the National Agenda Quantum Technology, EU plans

  • Manage the “year-agenda”, keeping track of repeating activities, such as reviews, call for proposals etc.

  • Coordinate the (multi)annual operational and financial planning

  • Coordinate the planning, budgeting (finance/personnel) and the progress monitoring of projects

  • Preparing budgetary and financial interim management reports

  • Coordinate and prepare divisional meetings on content/progress, etc.

  • Coordinate outreach/external communication (events, press releases, annual report)

  • Support with tendering, coordination of broker/tendering activities for hiring external personnel

Project Developer
The Division Program Manager may also act as Project Developer and support the DMT and Business Development Director with the formation and execution of the external (Business Development) strategy, for example by:

  • Consortium building & project acquisition

  • Manage & arrange contacts with national (research) institutes, government, industry and Quantum Delft

  • Interact and align with the European Commission: Quantum Flagship and Quantum Strategy

  • Monitor the implementation of IP running & future

  • ‘Traffic managing’ negotiations with private partners, in consultation with BD director and DMT

Division Quantum Computing
Quantum Computing is among the most far-reaching and challenging of quantum technologies. Based on quantum bits that can be zero and one at the same time. a quantum computer acts as a massive parallel device with an exponentially large number of computations taking place at the same time. The Program Manager plays a crucial role within the Division of Quantum Computing. The Program Manager reports hierarchically to the Director Operations and functionally to the Division Management Team.

Functie eisen


  • Academic or HBO (preferably degree in natural science or engineering)

  • Project management certification, is a plus

  • Workable knowledge of engineering, computer science or physics and affinity with Quantum science

Work experience

  • >3 years’ experience as Program Manager, preferably in an academic environment

  • Experienced in project planning and processing budget overviews (finance and personnel)

  • Experienced in project development and project acquisition

  • Knowing how to navigate in complex settings with many internal and external stakeholders

  • Affinity with large multidisciplinary Research and Development and ability to keep the overview of different disciplines


  • Strong analytic and planning skills

  • Driven personality with sense of initiative and can-do mentality

  • External orientation, seeing and seeking collaboration opportunities with 3rd parties

  • Inventive and conceptually skilled, out of the box thinker

  • Decisive and natural connector of opposites finding common grounds, professional networker

  • Empathic and smart adviser

  • Good communication skills in English, both orally and in writing, plus reasonable in Dutch (or willing to learn)


Addition to standard conditions (for example in case of different salary) This offer contains a temporary appointment for 1 year with the prospect of a permanent contract. The full-time salary is based on VSNU-CAO Scale 12 (salary 4.538 – 5.826 euros monthly on full-time basis), advancement to scale 13 is possible (5.190 – 6.317 euros). The actual salary will be based on your knowledge and relevant work-experience. Full-time means 38 working hours per week.
