Please note that the Combined Authority will consider requests for part-time working and/or job share. We currently have a vacancy for a Change and Transformation Lead to join our Change and Transformation Team.
This is a key leadership role at the heart of the organisation, responsible for shaping and driving the change and transformation agenda across major organisational change and transformation programmes. You will play a critical role in ensuring that change is well-designed, effectively governed and successfully embedded across services, delivering measurable benefits and supporting the Combined Authority to achieve its strategic priorities.
A significant focus of this role will be leading the change approach for our Future Ways of Working programme, helping to define how we operate as an organisation. This includes driving cultural and behavioural change across services - how we lead, how we work, how we recruit and how we engage our people. You will play a central role in embedding new ways of working, strengthening employee engagement and ensuring that insights from staff surveys and feedback mechanisms are translated into meaningful, sustained change that strengthens organisational capability and performance.
Working closely with senior leaders, programme teams and enabling services, you will act as a trusted advisor and change leader, setting direction for how change is approached and embedded. You will lead change activity across complex programmes, championing structured methodologies and benefits-led approaches, while building organisational capability and supporting teams to adopt new ways of working. The Role
Reporting into the Head of Change and Transformation, your key responsibilities will include:
· Leading the change approach for major organisational change and transformation programmes, including the Future Ways of Working programme, ensuring alignment between organisational priorities, culture change, and benefits realisation.
· Establishing and embedding consistent change and benefits management practices across the organisation, including methodologies, tools and governance, to drive adoption, behavioural change and sustained outcomes, supported by peer review and continuous improvement.
· Acting as a trusted advisor to senior leaders, programme sponsors and stakeholders, providing expert guidance, challenge and assurance on change readiness, engagement, cultural impact and the successful embedding of change and transformation.

About You
You will have the following key skills, attributes, education, and experience:
· Hold a degree in organisational change, business management, organisational development or a related discipline, alongside a relevant professional qualification in change management, transformation or project delivery (e.g. Prosci, APMG, MSP, PRINCE2, Agile) or equivalent experience.
· Significant experience leading and shaping large-scale organisational or digital-enabled change programmes, with clear evidence of driving adoption, behavioural change and measurable improvements in organisational performance and capability.
· Strong expertise of applying structured change and benefits management approaches, including defining, tracking and realising benefits, and using data and insight to inform delivery, decision-making and continuous improvement.
· Proven ability to lead, coach and develop teams and support stakeholders through periods of change, building organisational capability and embedding new behaviours, ways of working and a positive, high-performing culture.
· Extensive experience of influencing and advising senior leaders and stakeholders, acting as a trusted partner on change readiness, engagement, risk and delivery, and communicating complex information clearly and persuasively.
