VANRATH are excited to be working closely to support with the role of a Building Surveyor - Maintenance for a well established client within the local authority. This is initially a 6 month assignment with possibility of extension. The focus of the Building Surveyor (Maintenance) is to manage, improve and support procurement, supervision and completion of corporate maintenance, capital projects, contracts and scheduled planned preventative maintenance programme for all facilities within the Client's estate.
Responsibilities
- Prepare tender briefs/specifications and evaluate tenders for the procurement of consultancy and construction services.
- Prepare and draft Contract Tenders/Specification Documents for Capital Schemes, external contractors and the Client's Building Maintenance Department. Responsible for preparation of Pre-Qualification Questionnaires (PQQ's) and Invitation to Tender (ITTs) as well as document management from inception to completion.
- Development and implementation of systems (Conditions Surveys, Drawing templates and Register, Health and Safety Checks) and procedures to improve the quality-of-service delivery, to implement quality-assurance process.
- Undertake the role of representative on a range of projects, and act as focal point of contact and technical liaison. Project Managers, Funders and other Government bodies.
- Responsible for preparing contractual documentation for minor and capital works; PQQs, ITT, Evaluation documents, design briefs, drawings, specifications and contractual documentation for capital and minor works (as assigned) in accordance with relevant procurement procedures.
- Be the main point of contact and technical liaison between Project Managers, Funders and other Government bodies. Ensure compliance with funding conditions, provide information for funding bids and claims, specific procurement guidance and drawing down of grant.
- Monitor and control of quality, time and cost parameters on allocated projects and report thereon as required.
Ideal Candidate
Essential Criteria
- 3rd level qualification (i.e. HNC/HND, Level 4, Degree) in line with the Qualifications and Credit Framework (QCF) in an appropriate building related discipline such as Building Surveying, Architecture, Quantity Surveying, Civil or Structural Engineering etc.
OR
- Hold full corporate membership (by examination), for one or more of the following bodies: -
- Royal Institute of Chartered Surveyors (Quantity Surveying, Building Sub-Division);
- Royal Institute of British Architects;
- Chartered Association of Building Engineers;
- Institute of Civil Engineers;
- Chartered Institute of Building.
- Chartered Institute of Architectural Technologists;
- Association of Project Management
- Three years' relevant experience in Architecture/Building Surveying/Project Management within a property management environment.
- Hold a full current driving license (valid in the UK) and have access to a car.
- Be willing to undertake an AccessNI background check.
Desirable Criteria
- NEBOSH Certificate in Occupational/ Construction Health and Safety
- Knowledge of Property Maintenance Software applications
- Knowledge of Public Sector procurement
- Working knowledge of Mechanical and Electrical elements
- Experience and knowledge in one or more of the following areas:-
- Asbestos Management
- Legionella Management
- Service Contracts
Remuneration
Circa £40,654 plus pension, holiday pay and discount benefits.
