Summary of the FM Senior Project Manager role:
Our client is seeking an experienced FM Senior Project Manager to lead and deliver a diverse portfolio of facilities, infrastructure and capital projects within a Programme Management Office environment. The role will take responsibility for multiple projects through the full project lifecycle, from initial planning and business case development through procurement, design and delivery to completion, handover and post-project review.
Projects will range from smaller-scale improvements of approximately £100k through to major capital works of up to £10m, requiring strong project controls, commercial and financial management, governance and stakeholder coordination. The successful candidate will work across a complex operational estate, leading multidisciplinary teams and coordinating internal stakeholders, consultants, contractors and specialist resources to ensure projects are delivered safely, on time, within budget and to the required quality standards.
This is a senior, hands-on project management role requiring an individual who can manage several concurrent workstreams while maintaining effective control of programme, cost, risk, procurement and compliance. The successful candidate will also contribute to strategic asset planning, continuous improvement and the development of robust project management and governance practices.
FM Senior Project Manager – Key Responsibilities:
- Lead the end-to-end delivery of complex facilities, infrastructure and capital projects from planning and design through execution, completion and operational handover.
- Develop and maintain effective change-control processes covering project scope, budget, programme and deliverables.
- Establish and maintain robust project controls, including programmes, milestones, cost baselines and appropriate delivery methodologies, monitoring performance against agreed time, cost and quality requirements.
- Manage project budgets and financial performance, including cost forecasting, expenditure monitoring, variance management and corrective actions where required.
- Develop and maintain business cases, assessing project benefits, costs, risks and value for money to support informed investment decisions.
- Contribute to strategic asset management planning, supporting long-term operational resilience, sustainability and effective investment in the estate.
- Develop procurement strategies and manage tender processes for contractors, materials and equipment, including bid evaluation, contract negotiation and value-for-money considerations.
- Lead and coordinate multidisciplinary project teams, working across Facilities Management, engineering, finance, procurement and health & safety functions, alongside external consultants and contractors.
- Develop clear stakeholder communication and reporting arrangements, providing timely updates on project scope, programme, budget, risks and outcomes and engaging effectively with senior decision-makers.
- Apply appropriate project assurance and governance processes, including risk assessments, project health checks and gateway reviews.
- Maintain effective risk management controls, including RAID logs covering risks, assumptions, issues and dependencies.
- Ensure projects comply with applicable health, safety and environmental requirements, including CDM Regulations, and coordinate appropriate reviews, audits and risk assessments.
- Manage effective project completion and handover into Business as Usual (BAU) operations, ensuring appropriate transfer of assets, documentation and knowledge.
- Support continuous improvement across the Programme Management Office, promoting effective project management practices, knowledge sharing and consistent standards.
- Undertake post-completion reviews, capturing lessons learned and identifying opportunities for continuous improvement.
Skills, Experience & Qualifications:
Essential:
- Extensive senior project management experience delivering facilities, infrastructure and/or capital projects through the full project lifecycle.
- Demonstrable experience managing multiple concurrent projects and workstreams within a complex operational environment.
- Degree in a relevant discipline or equivalent professional experience.
- Project Management qualification such as PRINCE2, APM, Agile or equivalent, or an equivalent transferable project management skillset.
- Health & Safety qualification such as IOSH Managing Safely or NEBOSH Certificate.
- Strong knowledge and practical experience of project management methodologies, project lifecycles and programme controls.
- Strong experience of project budgeting, cost forecasting, financial control and risk management.
- Experience developing procurement strategies and managing tender processes, contractor selection and commercial negotiations.
- Knowledge of industry-standard procurement approaches and the governance requirements associated with structured procurement processes.
- Good working knowledge of CDM Regulations and the health, safety and regulatory requirements associated with facilities, infrastructure and capital projects.
- Experience managing projects within both existing built environments and new-build/greenfield environments.
- Strong stakeholder management and influencing skills, with experience engaging senior decision-makers and coordinating multidisciplinary internal and external teams.
- Experience establishing and maintaining effective project governance, information management, document control and auditable decision-making processes.
- Strong analytical, problem-solving and organisational skills, with the ability to prioritise and manage multiple projects and competing requirements.
- Excellent written and verbal communication skills, with the confidence to operate independently while working collaboratively as part of a wider team.
- Competent using Microsoft Office, Microsoft Project and other relevant project management tools.
Desirable:
- APM Registered Project Professional (RPP), Chartered Project Professional (ChPP) or membership of a relevant professional body.
- Previous experience delivering infrastructure projects within a specialist research or similarly complex operational environment.
