Senior Tester – Dutch Government / Public Sector

We are looking for an experienced Senior Tester to support complex, business-critical applications and digital transformation programmes within the Dutch public sector. The role is positioned in highly regulated environments such as central government, executive agencies, tax/customs, justice, and other public service organisations, where quality, continuity, traceability, and compliance are essential.

The Senior Tester operates within Agile, Scrum, DevOps or hybrid delivery environments and plays a leading role in defining, organising, executing, and improving the testing approach across multidisciplinary teams. The role combines hands‑on testing with test coordination, stakeholder interaction, and continuous improvement of test processes and automation practices.

Typical environment

• Environments with strong focus on continuity, governance, auditability, and legislation-driven change

Key responsibilities

• Define and organise the overall testing approach for complex systems and releases
• Prepare and execute functional, regression, integration, chain, acceptance, and performance tests
• Analyse requirements, backlog items, interfaces, and business processes to determine what should be tested and at what depth
• Create test scenarios, test cases, logical and physical tests, and test evidence
• Identify, reproduce, document, and retest defects, and validate solutions with development and business teams
• Contribute to risk-based testing, product risk analysis, and quality gates
• Support and improve automated testing within the delivery pipeline
• Set up, maintain, or expand automated regression packs and reusable test building blocks
• Participate actively in Scrum ceremonies, sprint planning, backlog refinement, retrospectives, and release activities
• Collaborate with architects, developers, product owners, business users, and other delivery teams to safeguard end-to-end quality
• Contribute to knowledge sharing, coaching, and quality improvement across teams or QA communities
• In senior assignments, take a leading role in the test process and guide medior/junior testers where needed

• Applications with high availability, stability, and compliance requirements
• Low-code and custom-built applications
• Continuous delivery environments with frequent releases

Required background and experience

• Strong experience in complex public sector, enterprise, or highly regulated environments
• Solid knowledge of test management and structured testing methodologies, such as TMap / TMap Next / ISTQB
• Experience in Agile/Scrum and/or DevOps teams
• Strong experience with functional and automated testing
• Experience with integration testing, chain testing, acceptance testing, and regression testing
• Able to assess quality risks, define test depth, and determine the right test strategy
• Comfortable working in multidisciplinary teams and stakeholder-heavy environments
• Strong analytical skills and the ability to work in politically or organisationally sensitive contexts
• Professional Dutch language skills are often required in these assignments
