How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Contracting, Procurement and Commercial Manager

    Location: Southeast London

    Rate: £64,938 per annum

    Contract: permanent

    Spencer Clarke Group are supporting a local authority to appoint a Contracting, Procurement and Commercial Manager within their Housing Services team.

    This role supports the procurement and delivery of a broad range of housing-related contracts, including repairs and maintenance, major works, professional services and systems. You will help strengthen governance, improve contract management practices, and make sure contracts are managed effectively with clear controls around performance, risk and payments.

    Responsibilities include

    Supporting and leading procurement activity across Housing Services to achieve best value and transparent outcomes
    Managing a portfolio of contracts, making sure the council meets its obligations and risks are identified early and controlled
    Overseeing key stages of contract management for contracts run through a Dynamic Purchasing System, ensuring smooth transition into internal processes
    Working with internal teams such as procurement, finance and legal to support tender activity, evaluation, reporting and approvals
    Keeping an accurate contract log and maintaining the council's contract management system with up-to-date records and reviews
    Monitoring TUPE-related risks, gathering and maintaining relevant information from providers, and reporting concerns when needed
    Producing practical guidance, process documents and manuals, and running workshops to help services follow consistent procedures
    Supporting robust ordering and payment processes, ensuring payments align to agreed arrangements and purchase orders
    Preparing and maintaining change control information such as variations and registers and supporting wider governance reporting

    About you

    Strong experience in procurement and contract management, ideally within a local authority or large public sector setting
    Good working knowledge of procurement regulations and best value frameworks, with a strong understanding of commercial risk
    Confidence managing stakeholders across operational services and corporate teams, including finance and legal
    Experience supporting tender processes, evaluations, and contract mobilisation activity
    Comfortable producing clear reports, guidance documents and practical procedures for wider teams to follow
