A forward‑thinking local authority is seeking an experienced Business Analyst to support a major programme of service improvement and compliance transformation across its Housing Improvement Programme (HIP). This role is ideal for someone who thrives on translating regulatory requirements into practical, efficient processes and ensuring housing services operate with strong controls, high‑quality data and a clear line of sight to statutory compliance.
You’ll work across key housing functions including safety, quality and compliance, repairs, voids/lettings, leasehold and tenancy management — helping the council strengthen assurance, improve workflows and deliver better outcomes for residents.
Key Responsibilities

Providing expert business analysis and process improvement support across HIP workstreams, including safety, quality and compliance, repairs, voids/lettings, leasehold and tenancy management
*
Translating regulatory and operational requirements into clear, efficient processes and controls that support compliance, quality and customer satisfaction
*
Keeping abreast of regulatory changes, sector innovation and emerging risks, providing professional advice and recommendations to senior housing leaders
*
Gathering and analysing business requirements, turning complex needs into clear, practical solutions — e.g., compliance processes such as gas, electrical, fire safety, water hygiene, asbestos and lifts
*
Mapping and optimising end‑to‑end process flows for repairs, voids and other key areas, identifying opportunities to improve efficiency, cost control and turnaround times
*
Supporting the implementation of compliance policies and developing monitoring tools for assurance reporting
*
Undertaking independent validation of performance data to support accurate reporting and decision‑making
*
Designing and improving reporting dashboards, including Power BI (desirable)
*
Working collaboratively with ICT, software suppliers and service teams to deliver and embed system and process improvements
*
Enhancing data quality, reporting and controls to support statutory returns and performance management
*
Engaging stakeholders at all levels and supporting change management activity across services
About You
*
Proven experience as a Business Analyst or Service Improvement professional within housing
*
Strong understanding of local authority housing functions, statutory duties and compliance frameworks
*
Experience working with housing management systems (Orchard or similar desirable)
*
Excellent process mapping, requirements gathering and stakeholder engagement skills
*
Confident working with ICT teams, data specialists and external software suppliers
*
Able to translate operational challenges into practical, system‑led solutions that improve compliance and service delivery
