We are seeking an experienced Purchasing and Contract Manager to support complex procurement, contracting, and contract management activities within a large-scale infrastructure and maintenance environment.
The role combines strategic procurement responsibilities with hands‑on contract execution and focuses on the development, implementation, and optimization of maintenance contract strategies and tendering processes.
Key Responsibilities- Develop procurement and contract strategies for maintenance programs
- Prepare and draft tender and procurement documentation
- Design and implement contract management structures and methodologies
- Develop and apply contract models for pilot initiatives
- Analyze existing contracts and translate findings into improved contracting approaches
- Support ongoing contract execution and management activities
- Contribute to procurement planning and risk allocation strategies
- Collaborate with internal and external stakeholders throughout procurement and execution phases
- Translate strategic objectives into practical contract management solutions
- Procurement plans and contract strategy documentation
- Tender documentation, requirements, and contract structures
- Contract management framework proposals
- Contract models for pilot projects
- Contract analysis and evaluation reports
- Improvement proposals for future contracting approaches
- Minimum 10 years of experience in procurement and contract management
- Strong experience with contract strategy development and tendering processes
- Experience with contract forms such as UAV, ARVODI, and hybrid contract models
- Knowledge of contract management methodologies such as SCB or similar frameworks
- Experience managing complex procurement and maintenance contracts
- Strong analytical and problem‑solving skills
- Ability to connect strategic planning with operational execution
- Excellent stakeholder management and communication skills
- Strong understanding of risk allocation and contract governance
- Dutch language proficiency is required
