Rijkswaterstaat is seeking a Contract Advisor – Roads (ROK VW) to support the maintenance and development of major road infrastructure in Eastern Netherlands.
You will play a critical role within the Programs, Projects and Maintenance (PPO) division, contributing to projects that span over 550 km of national road networks across Gelderland and Overijssel. This role sits at the intersection of procurement, contract management, and infrastructure delivery, ensuring projects are executed efficiently, compliantly, and with maximum value.
Your ImpactAs the right hand to the Contract Manager, you will support the full contract lifecycle within the Framework Agreement for Variable Works (ROK VW)—working with multiple contractors to deliver landscaping, safety improvements, and reconstruction projects.
You will operate across:
- Preparation phase – shaping and validating contracts
- Execution phase – managing performance, risks, and delivery
- Aftercare phase – ensuring proper closure and handover
- Assess project briefs against contract frameworks (ROK)
- Coordinate with internal stakeholders (technical, finance, environment) and contractors
- Draft and manage contract documentation and procurement files
- Lead coordination of contract processes (tendering, award, documentation)
- Evaluate tenders on price and quality (BPKV)
- Identify risks and define mitigation strategies
- Act as a key contact point for contractors (together with Contract Manager)
- Monitor contract performance, risks, and opportunities
- Contribute to contract management and continuous improvement
- Report on progress, deviations, and lessons learned
- Review delivery files and ensure proper handover to internal stakeholders
- Ensure completed projects meet contractual and quality standards
- Bachelor's degree (HBO level) in Engineering, Business Administration, or similar
- Minimum 5+ years' experience as a Contract Manager or Senior Contract Advisor in civil engineering
- At least 3 years' experience with UAV-GC contracts in infrastructure projects
- Strong understanding of procurement, contract management, and public sector frameworks
- Technical insight in civil engineering and infrastructure systems
- Excellent communication skills in Dutch (mandatory)
- Knowledge of risk management, project control, and public procurement legislation
- Experience with Integrated Major Maintenance (IGO) or similar infrastructure projects
- Experience working with Framework Agreements (ROKs)
- Familiarity with tools such as Relatics, GRIP, SharePoint, Connect
- Affinity with public sector organizations like Rijkswaterstaat
