As Head of Network Strategy, Governance & Transformation, you help shape the future of one of the most critical domains in our organization: our Network.
This is a senior leadership role for someone who understands telecom from a broad perspective, can connect long-term direction to execution, and knows how to bring clarity, calm and alignment in a complex environment. You do not need to be the deepest technical expert in every network domain, but you do need broad and credible telecom knowledge across the Network landscape and the judgement to understand what matters operationally, strategically and financially.
You lead the Network Office domain across strategy, governance, planning, portfolio steering and financial follow-up. Just as importantly, you bring a leadership style that is human, mature and non-egocentric. You know how to challenge constructively, create focus without building bureaucracy, and lead with substance rather than dominance. This role is not about adding layers. It is about helping the organization make better choices, align faster and move forward with more focus and confidence.

Odido’s Network domain sits at the heart of our ambition to remain the Customer Champion of Dutch telecom. That asks for more than technical excellence alone. It asks for leadership that connects strategy, investment choices, governance, execution and people.
As Head of Network Strategy, Governance & Transformation, you lead the Network Office domain: the part of the organization that looks ahead, connects the dots and helps turn strategic direction into practical progress. You translate long-term goals into a clear and executable roadmap, keep visibility on priorities and dependencies, and help steer the organization towards the choices that create the most value.
You work across Network, IT, Finance, vendors and other senior stakeholders to strengthen alignment, improve decision-making and keep the organization focused on what matters most. You also lead a team with five direct reports, including one manager with a broader team underneath. You create clarity, build trust, stimulate development and make sure the team can operate with strong engagement and healthy collaboration.
The role
This role brings together strategic direction, organizational discipline and human leadership.
You are accountable for shaping and steering the Network roadmap and for ensuring the organization has the right governance, priorities, portfolio visibility, budget follow-up and decision-making rhythm in place. You work across Mobile, Fixed and OSS in close alignment with the wider Technology and IT environment.
You understand how the key parts of a telco network work together and what their impact is on performance, investment choices, scalability and long-term value. Experience across multiple areas such as Data/TV, IP, transport, mobile, spectrum, RAN or adjacent domains is therefore highly valuable.
This role also asks for leadership character. You are strategically strong, emotionally mature and comfortable navigating pressure from different directions. You are able to challenge constructively, bring perspective when needed, and keep people aligned without becoming political, heavy or dominant. This is not a role for an alpha-style leader who creates distance. This is a role for someone who is credible, calm under pressure, connective in style and strong enough to lead without overpowering others.
To do
- Lead the strategic direction of the Network Office across strategy, governance, planning, portfolio steering and budget follow-up
- Translate long-term Network strategy into a clear, realistic and executable roadmap
- Continuously assess priorities, risks, dependencies, delivery progress and resource sufficiency across the Network domain
- Drive alignment across Network, IT, Finance, business stakeholders and vendors
- Monitor and steer OpEx and CapEx performance, identify efficiency opportunities and support value-based decision-making
- Lead and develop a strong team with clear focus, strong engagement and healthy collaboration
- Represent the Network domain in senior leadership discussions and help shape broader technology direction across Odido

At the same time, this role requires self-awareness. If approached too heavily, too politically or too process-driven, it can create unnecessary layers and slow the organisation down. That is exactly why this role needs someone who understands the difference between creating structure and creating bureaucracy.

Must-haves
- HBO/WO working and thinking level
- Extensive senior leadership experience in telecom and/or another highly complex technology environment
- Broad telecom Network knowledge and senior managerial experience across multiple domains, rather than one narrow specialism such as Data/TV, IP, transport, mobile, spectrum, RAN and/or OSS.
- Proven experience in steering strategy, roadmap, governance, portfolio or program priorities in a large-scale environment
- Strong people leadership experience, including leading senior professionals and/or managers
- Experience with budget ownership, financial follow-up and value-based prioritisation
- The maturity, presence and communication skills to challenge constructively, influence without ego and create alignment in complexity
Nice to haves
- Broader exposure to adjacent IT or digital environments such as software, cloud or infrastructure
- Experience in vendor-heavy environments with strong external dependencies
- Experience in organisational transformation, capability building or new ways of working
- Familiarity with innovation topics such as automation, observability, AIOps or AI-supported operations
- Experience balancing long-term strategic evolution with cost control and delivery discipline
- Experience in environments with high executive visibility and complex change dynamics
Preferably you already live in the Netherlands (work permit required), preferably within ~30 km of The Hague, and you’ll work at least 4 days per week from our Den Haag office.
