Overview

The Partnership for Supply Chain Management (PFSCM) focuses on strengthening and managing secure, reliable, cost-effective, and sustainable global supply chains to enhance health and well-being in low- and middle-income countries by increasing access to quality and affordable health products. We assist governments, non-profit organizations, commercial firms, and humanitarian agencies in achieving their public health objectives through cost-saving procurement, efficient logistics, pharma-grade storage, last-mile delivery solutions, and real-time data tracking. PFSCM is dedicated to customer satisfaction and service excellence, which is reflected in our adherence to an ISO 9001:2015 certified Quality Management System and alignment with ISO 20400 for Sustainable Procurement, which underpins all our processes and services.

PFSCM, an affiliate of JSI Research & Training Institute, Inc. (JSI), operates from its project management headquarters in Washington D.C., and has an operational facility in Woerden, Netherlands. Additionally, we leverage the extensive network of 25 JSI offices around the world, allowing us to access their technical and operational expertise.

Responsibilities
  • The Logistics Team Lead provides day-to-day guidance and support to a team of Logistics Specialists assigned to managing shipment deliveries to specific countries. The Team Lead coordinates import/export documentation and manages the smooth shipping process of quality-assured, health-related commodities.
  • Lead by example in timely coordination with Third-Party Logistics (3PLs) to facilitate end-to-end delivery from goods readiness through Proof of Delivery (POD) and Confirmation of Receipt (COR). Serve as the first point of escalation for transport and delivery issues in collaboration with principal recipients, vendors, funders, or clients.
  • Maintain data accuracy, timeliness, and completeness from goods readiness to proof of delivery and confirmation of receipt; ensure the supply chain is executed per PFSCM and funder/client KPIs and SOPs.
  • Continuously evaluate the performance of logistics staff and interactions with clients, suppliers, and service providers to identify bottlenecks and drive solutions to meet and exceed customer expectations, including KPIs and claims follow-up.
  • Identify continuous improvement opportunities and work with direct reports and the Logistics Manager to meet client demands and contractual obligations (e.g., Vendor On Time Delivery and On Time in Full) for all commodities.
Specific responsibilities
  • End-to-end Shipment Coordination: Ensure timely logistics execution of international shipments, including export, shipping, importation, customs clearance, and in-country delivery according to applicable terms.
  • Monitor vendor performance with Client Services regarding export documents and goods readiness to meet OTIF targets.
  • Ensure OTIF targets are consistently monitored and achieved to meet customer and business requirements.
  • Develop and implement continuous improvement plans to optimize processes and reduce additional costs (demurrage, detention, storage, etc.).
  • Manage and monitor shipment process with the team, including reviewing documents, issuing instructions, tracking shipments, and confirming receipt.
  • Proactively handle shipment exceptions and guide the team to resolve issues in a timely manner with the logistics manager when needed.
  • Lead troubleshooting of transport and delivery challenges; implement corrective action via the incident management system.
  • Provide feedback to vendors on shipping documents with the help of 3PLs to ensure hassle-free importation of pharmaceuticals and medical supplies.
  • With 3PLs, provide feedback to PRs on waiver documents and any delay-based costs from export to delivery.
  • Anticipate and respond to events impacting shipping functions, including natural disasters, unrest, and changes in waiver processes, to minimize impact on patient treatments and programmatic success.
  • Regularly monitor Detention and Demurrage (D&D) costs for assigned countries and implement proactive measures to mitigate expenses.
  • Client Satisfaction and Relationship Management: Establish proactive customer service within the team and act as the primary escalation point for logistics to principal recipients, clients, 3PLs, vendors, and other stakeholders.
  • Work with 3PLs on importation requirements for portfolio countries and update country-specific requirements in the knowledge hub.
  • Manage 3PL performance through monthly performance reviews with the 4PL unit/Transportation Network Manager.
  • Manage all shipment-related incidents, ensuring timely log of incidents in the PFSCM Incident Management System and contributing to investigations within set timelines.
  • Ensure principal recipients can track orders using visibility platforms and provide training to ensure client satisfaction.
  • FLT and Country Profile Administration: Ensure specialists maintain PFSCM country profiles with up-to-date information for assigned portfolio countries, including country context, requirements, and in-country supply chain issues.
  • Monitor waiver lead times and update matrices; communicate key changes to stakeholders.
  • Maintain and update the ERP system at order and shipment levels to ensure data accuracy and reporting.
  • Manage OTIF reports regularly (daily/weekly) and provide OTIF information for GF reporting, identifying trends and implementing interventions.
  • Ensure country-shipping instructions are updated periodically and shared with Sourcing, Client Services Units, and vendors as needed.
Quality and Compliance
  • Adhere to logistics policies and SOPs; identify opportunities for continuous improvement and acknowledge exceptional performance by staff.
  • Contribute to incident management and collaborate with other units on logistics-related incidents and complaints.
  • Develop and maintain SOPs, work instructions, shipping instructions, and other key logistics documents, including continuous improvement reviews.
Staff Management, Onboarding, Training, and Performance Reviews
  • Oversee day-to-day execution of Logistics Specialists; act as escalation point, coach, mentor, and train team members in logistics practices.
  • Lead and manage the team in accordance with PFSCM policies and SOPs in collaboration with senior Logistics Specialists.
  • Manage staff performance and conduct periodic evaluations.
  • Develop and maintain an onboarding program and regular refresher training for internal teams, new hires, and external stakeholders.
Customer Services
  • Manage communication and responses to shipping-related incidents or complaints in a professional, timely manner to ensure a positive customer experience.
Other Activities
  • Provide day-to-day management and oversight to direct reports, including conducting annual performance appraisals with the Logistics Manager.
  • Analyze data from internal and external sources and prepare ad hoc reports as required.
  • Provide support by stepping in for other team leads when necessary to ensure seamless operations.
Qualifications
  • Bachelor’s degree in supply chain operations, freight, accounting, data management, or related field, or equivalent experience.
  • 7+ years’ progressive experience in financial management of complex supply chain and/or transport operations. Experience with commercial supply chain organizations is preferred.
  • Demonstrated analytical skills; solution-oriented with attention to detail, accuracy, efficiency, and meeting tight deadlines.
  • Advanced ability with Microsoft Office (Word, Excel, PowerPoint).
  • Willingness and availability to travel; must be eligible to work in the Netherlands.
  • Communication skills: English and French fluency required.
  • Continuous improvement/Innovative: Ability to identify and champion new ideas and process improvements.
  • Priority Setting, Problem-Solving, and Detail Orientation: Strong organizational skills; ability to manage multiple tasks and work with diverse teams; capable of meeting tight deadlines.
