About the job:

Based in Brussels or The Hague, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join The Office of the Chief of Acquisition which ensures impartial, unbiased, timely and accurate execution of all actions performed and develops, implements and monitors the use of NCIA acquisition policy and procedures.

We are looking for a driven and enthusiastic Senior Contracting Officer who will take on the following roles and responsibilities:

• Plan, draft, negotiate, award, and administer contracts for digital services to ensure high‑quality and cost‑effective results;
• Collaborate with Project Managers to deliver professional contracting services, facilitate efficient processes, and maximize resources for assigned initiatives;
• Draft and implement acquisition strategies to align with project goals and optimize procurement outcomes;
• Utilize innovative business practices to simplify acquisition workflows, improve efficiency, and promote best‑value contracts for NATO;
• Maintain strong working relationships across the Agency, NATO organizations, industry counterparts, national authorities, and NATO delegations.

About you:

The valuable knowledge and experience that you bring to this role are:

• A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 3 years post‑related experience;
• Or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCIA; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post;
• A demonstrated passionate interest and experience on leading and optimizing complex Acquisition, Procurement and Contractual matters, acquired in a large International Institution (such as NATO, UN, EU, National MoD(s) etc…) or a large International private company in domains like artificial intelligence, cloud architectures, secure data environments and next‑generation digital services;
• Appropriate level experience at a significant level of responsibility (e.g., Contracts Manager, Procuring Contracting Officer) in performing both pre‑award and post‑award contracting functions for high value contracts for complex systems level acquisitions;
• Experience with performance‑based contracting and contracts based on service‑level parameters;
• Experience with outsourcing and complex service contracts will be a significant advantage;
• Thorough understanding of competitive and sole‑source procurement principles and practices, negotiation skills, cost and price analysis techniques, contract law, contract administration, industry practices and fundamental logistic principles and their applications;
• Ability to work independently with minimal supervision directly with a project manager on a complex, large systems level acquisition;
• Proven ability to communicate effectively orally and in writing with experience in providing presentations and briefs to upper management.
• Experience in use of automated tools (e.g., E‑procurement applications, Procurement ERPs, automation tools and Procure to Pay processes).
• Fluency in English, both written and spoken.
