Operational Design, Control & Resilience (ODCR) has the aim to deliver on ING's vision of Staying Safe & Secure by engaging and enabling ING (business) leaders to be in control of their (local) processes and activities. Within ODCR, the Centre of Excellence (CoE) Sourcing and Shared Services has a global responsibility to ensure ING is in Control of all its sourced activities (both third party (TP) and Intragroup). We are looking for an inspiring & pragmatic consultant, who wants to help us staying in control of our Risk appetite for sourcing, both Intragroup and Third Party.
Role context
ING requires a central monitoring function being responsible for oversight and monitoring of ING's global risks within sourcing and shared services in order for ING to be (and stay) compliant with all external regulations and our internal policies. With a prime focus on all Regulatory and Risk issues this function monitors all outstanding risk issues, performs analyses for root causes and together with countries, shared service centers and relevant HO functions (like CAS, ORM, IRM, Legal, Global Procurement Bank etc) as well as the CoE S&SS department ensures we stay well within our risk appetite.
We need this central monitoring role as to date we require this oversight of all outstanding issues globally which leads to inefficient use of capacity to mitigate these issues. Also the structural enhancement of the sourcing process and associated controls based on these issues is currently missing. These outstanding issues have to be managed to ensure ING and our clients will not be faced with unexpected risks.
For this the Consultant role will:
- Facilitate and drive TP and Intragroup stakeholders (TP Contract owners, local Sourcing SPOCS, and Intragroup service receivers, service providers and service owners) to efficiently manage their sourcing related risks
- Design and implement a robust process solution covering Third Party & Intragroup risk issues globally.
- Perform root cause analysis, advices on mitigating actions and ensures proper actioning is taken to ensure that ING meets on an ongoing basis to remain in ING's risk appetite;
- Ensures timely and proper identification, assessment and management of risk issues;
- Provides central oversight of all risks associated with its Sourcing;
- Regularly report into the Bank Sourcing committee from a 1st LoD perspective
The consultant role will interact with CoE Sourcing & Shared services specialists, ORM, IRM, Auditors and external authorities related as well as global and local sourcing communities:
- Training and awareness towards contract owners
- Monitor and track all internal and external (regulatory) guidelines and developments for contract management
- Pro-actively support all stakeholders in countries and business lines in facilitating CAS audits and ECB engagement (OSI or deepdives) on sourcing (related) topics.
- Ensure best practices are leveraged upon (preventing inventing the wheel twice) globally
- Advices framework owners in CoE Sourcing & Shared Services with effective enhancement of existing sourcing frameworks, guidance and instructions based on root cause analysis of risk issues
Your role
- Will directly report to the Global head of Sourcing & Shared services
- Will have standing invitation to the MT of the CoE Sourcing & Shared Services
- Is responsible for 1st LoD oversight and monitoring process for sourcing issues for ING globally
We are looking for
- 3+ years professional experience in contract management/banking/ business consultancy
- A good understanding of the E2E sourcing process, controls, organization, strategy and our way of working
- Knowledge/experience with 2nd LoD and 3rd LoD ways of working (processes and procedures)
- Strong stakeholder management skills, good communication skills and fluent in English
- Knowledge of regulatory environment for TP & Intragroup sourcing
- Able to identify, understand and leverage on good practices from ING Group and market
