How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

Strategic Programme Manager – Housing Improvement

    Client: London Borough of Brent

    Salary: £66,378 - £69,984 per annum

Location: Hybrid, with an expectation of three days per week on-site at HA9 0FJ

    Contract: Permanent

Panoramic Associates are delighted to be supporting the London Borough of Brent with the appointment of a permanent Strategic Programme Manager – Housing Improvement.

Housing is a key priority for Brent. The Council is driving a substantial programme of improvement focused on building safe, compliant and resident-focused housing services, while ensuring that long-term improvement is aligned with wider corporate priorities, financial sustainability and the Council Plan.

Sitting within the Corporate Programme Management Office (CPMO), this role will provide strategic programme leadership across a high-profile housing improvement portfolio that is central to resident outcomes, regulatory assurance and service performance.

    The opportunity

As Strategic Programme Manager – Housing Improvement, you will act as the senior programme lead for a broad housing improvement portfolio, working closely with Directors, Senior Responsible Owners, programme leads, corporate transformation teams and strategic partners.

The portfolio includes building safety compliance, housing performance improvement, tenant and resident satisfaction, and estate improvements covering community safety and the public realm. You will ensure these programmes are connected, coordinated and aligned to Council priorities, the Embrace Change portfolio and statutory responsibilities.

This is not a role focused solely on programme administration. Brent is looking for someone who can bring structure, pace and confidence to a complex portfolio, engage confidently with senior stakeholders, challenge constructively and help maintain momentum across a highly visible area of change.

    What you will be doing

Leading and coordinating a portfolio of housing improvement activity, strengthening delivery through effective planning, governance, reporting and stakeholder engagement.
Ensuring risks, issues, milestones, resources, benefits and dependencies are actively managed, and that senior leaders have the insight they need to make informed decisions.
Working across organisational boundaries to connect housing priorities with wider transformation initiatives, including resident experience, neighbourhood services, digital change and organisational improvement.
Helping the Council embed a more mature, outcome-focused approach to transformation, using benefits realisation, performance measures and continuous improvement methodologies to ensure programmes deliver meaningful impact.

    What we are looking for

Brent is seeking a credible, delivery-focused programme manager with experience of leading complex improvement and transformation programmes within local government, housing or a similarly complex environment.

You will have a strong understanding of programme governance, stakeholder management, benefits realisation and strategic delivery. Experience of housing services, housing regulation, compliance programmes, service and performance improvement, resident engagement or organisational change would be particularly valuable.

You will be comfortable operating in a highly visible role, working with senior leaders and navigating competing priorities across multiple workstreams. You will be able to provide clarity where ambiguity exists and build confidence amongst stakeholders. Most importantly, you will bring the ability to translate strategic intent into practical delivery that achieves tangible outcomes for residents.

    Why Brent?

Brent describes itself as “a borough full of pride, culture and diversity” and is committed to delivering services that improve outcomes for residents and communities.

The Council is investing significantly in its transformation capability, creating stronger links between directorate-led change and the CPMO. This role offers the opportunity to join a growing team that is helping shape how major programmes are governed, delivered and measured across the organisation.

Brent's values of Collaborate Proactively, Lead Inclusively, Embrace Change, Be Bold and Curious, and Celebrate and Share our Success are central to how transformation is delivered and provide the foundation for an ambitious and supportive culture.

For an experienced programme professional looking to lead meaningful change in one of London's most diverse and ambitious boroughs, this is a unique opportunity to help shape the future of housing services.
