How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

Change Lead / Change & Adoption Lead

    Rate: £650 per day
    Location: Remote Working
    Contract length: To confirm
    IR35 status: Inside IR35
Clearance requirement: Active SC Clearance (within a government body)Your new company

You'll be working with a government body undertaking a significant organisational transformation. The programme requires an experienced Change & Adoption Lead to establish and embed a new change capability, ensuring transformation initiatives are successfully adopted, transitioned and sustained.

    Your new role

As Change & Adoption Lead, you'll take ownership of building, governing and continuously improving the Change & Adoption capability within the transformation function.

This is a business and organisational transformation role, not ITIL/application Change Management.

You'll be joining an environment where the change capability needs to be established and embedded. You'll develop the operating model, frameworks, governance, standards and ways of working needed to provide a consistent approach to transformation change.

The environment is demanding and priorities can change quickly. You'll need to be a credible and persistent Change Lead who can operate effectively within a complex government environment, manage challenging stakeholders and continue driving delivery when requirements and priorities shift.

    Key responsibilities

Establish and maintain the Change Operating Model, including life cycle, methodology, governance, standards, RACI, reporting, templates and toolkits.
Lead stakeholder identification, impact assessments, engagement strategies and communications planning.
Conduct organisational readiness assessments, identify barriers to adoption and develop adoption plans and measures.
Embed Change & Adoption activity into transformation discovery and mobilisation.
Coordinate engagement with Service Delivery Managers and wider operational stakeholders.
Support service transition, including readiness, risks, dependencies and successful landing into receiving organisations.
Provide effective governance, RAID management, executive dashboards and reporting.
Maintain a visible delivery backlog, manage agreed commitments and track delivery dates.
Identify dependencies, maintain visibility of ownership and escalate dependency risks early.
Proactively identify and escalate risks, recommend mitigations and track actions through to completion.
Produce accurate, evidence-based reporting using consistent RAG measures and governance standards.
Provide senior leadership with insight into organisational impacts, readiness, adoption and transformation effectiveness.
Link adoption activity to benefits and support benefits realisation.
    You'll need to demonstrate:

Previous change and transformation experience within a government or public-sector environment.
Significant experience delivering organisational change within complex transformation programmes.
Experience building, establishing or embedding a Change & Adoption function, operating model or capability.
A background in business and organisational transformation, rather than solely ITIL/application Change Management.
Strong senior stakeholder management and engagement skills.
Experience of change impact assessment, organisational readiness and adoption.
Strong governance, RAID, risk and dependency management capability.
Experience managing commitments, delivery dates, dependencies and competing transformation priorities.
Strong reporting skills, including evidence-based reporting and providing senior stakeholders with clear delivery insight.
The ability to identify delivery risks early, recommend appropriate mitigation and escalate when required.
A persistent, resilient and adaptable approach to delivery.
The ability to work effectively where priorities, requirements and goalposts can change quickly. Please note: This is not an ITIL or application Change Manager requirement. Candidates need demonstrable organisational transformation and change experience, including experience operating within a government/public-sector environment.

    What you'll get in return

This is an opportunity to take ownership of establishing and embedding a Change & Adoption capability across a transformation portfolio.
