This is a chance to build health and safety from scratch at a brand-new manufacturing facility in Ellesmere Port as Health & Safety Officer (NEBOSH). The factory is being commissioned now, and the team is growing fast. They need a hands-on Health & Safety Officer to set up the safety management system, run the site's H&S training and make safety a normal part of everyday work from day one.
Health & Safety Officer (NEBOSH) – the role:
You'll be the site's H&S specialist and its main safety trainer. You'll design and deliver training for employees and contractors, and coach operators, supervisors and managers on the factory floor. Managers and supervisors share responsibility for safety, so you won't be carrying it alone. Your focus is practical compliance, a positive safety culture and continuous improvement in a modern manufacturing environment.
What you will do:
H&S training and coaching
Lead, support and deliver all relevant H&S training to employees and contractors, including manual handling, accident and incident reporting, emergency procedures, risk assessment, inductions, toolbox talks and safety briefings.
Coach operators, supervisors and managers so they can lead safety in their own teams.
Keep training records accurate and up to date, and spot skills gaps as the site grows.
Safety management system
Develop, implement and continuously improve the site's H&S management system, policies, procedures and safe systems of work.
Support compliance with the Health and Safety at Work etc. Act 1974 and related regulations (PUWER, LOLER, COSHH, DSEAR, manual handling, working at height, fire safety), plus ISO 45001 requirements.
Keep risk assessments, inspection records, incident records and statutory documents in order.
Risk, inspections and incidents
Lead risk assessments, RAMS and COSHH assessments across production, maintenance and contractor work.
Advise on machinery safety, guarding, lock-out/tag-out (LOTO), permit-to-work, contractor control and vehicle/pedestrian segregation.
Carry out inspections and internal audits, and make sure actions are closed out on time.
Investigate accidents and near misses, find the root causes, handle RIDDOR reporting and turn the lessons into better training and systems.
Support emergency preparedness (fire drills, first aid, spill response), and act as the site's contact with the HSE, insurers, auditors and occupational health providers.
What you will bring as Health & Safety Officer (NEBOSH):
Essential: NEBOSH National General Certificate (or equivalent) as a minimum.
Essential: Proven H&S or SHEQ experience in manufacturing, processing or a similar industrial environment.
Essential: Strong coaching and training delivery skills, with experience of running H&S training, inductions and toolbox talks.
Essential: Experience of behavioural safety; working knowledge of occupational health risks such as noise, dust and chemical exposure;
Essential: Hands-on experience of risk assessments, workplace inspections and incident investigations.
Essential: Sound knowledge of UK H&S legislation and the hierarchy of risk control.
Essential: Organised and self-motivated, and comfortable helping managers take ownership of safety.
Desirable: NEBOSH Diploma, IOSH membership, or a qualification in environmental management or fire safety.
Desirable: Experience in continuous process or high-volume manufacturing (machinery safety, COSHH, permit-to-work).
Desirable: ISO 45001 (and ideally ISO 14001) experience, including internal auditing.
Desirable: Experience of plant commissioning, ramp-up or introducing new equipment.
Desirable: full UK driving licence.
