Key Responsibilities:
Manage the design and delivery of highways and transport projects within agreed time, cost, quality and legislative requirements
Undertake highway engineering design, traffic analysis, technical option development and scheme feasibility assessments
Apply UK highway and traffic design standards, including TSRGD, TSM, MfS2 and DMRB
Coordinate and supervise consultants, contractors, subcontractors and term maintenance contractors, including KPI monitoring
Lead projects through feasibility, concept, outline design, detailed design, construction and handover stages
Manage scheme budgets, financial records, contractor accounts, risks, programmes and quality standards
Arrange surveys, site inspections, road safety audits and statutory undertaker utility diversions
Provide technical advice, reports, briefings and communications to colleagues, residents, elected Members and other stakeholders
Team Leadership:
The Senior Engineer will provide day-to-day management and technical guidance to a small team, supporting Engineers, Technicians, Graduates and Apprentices. The role will include delegating work, supervising performance, contributing to training and development plans, and leading design team meetings. The postholder will also support the Principal Engineer with project and programme management.
Job Requirements:
Relevant technical qualification, such as an HNC, HND or degree in Civil Engineering, Highways, Transport or a related discipline, or significant equivalent experience
Significant experience in highways and transport engineering, including traffic, highway and infrastructure design
Strong understanding of UK highway and traffic design standards and best professional practice
Experience delivering transportation projects from feasibility through to construction and handover
Knowledge of CDM 2015, health and safety requirements, contract administration and site supervision
Experience of project management, financial management, contract management and coordinating multidisciplinary teams
Proficiency in AutoCAD, including KeyLines and KeySigns; knowledge of Civil 3D, KeyPost or Key Accident would be advantageous
Strong communication, organisation, analytical and stakeholder management skills, with the ability to advise elected Members and the public
Desirable Experience:
Chartered or working towards professional qualification with ICE or CIHT
Understanding of NEC3 contracts and relevant project management principles
Experience in traffic data analysis, traffic modelling and road safety audit processes
Experience of line management, resource planning and supporting the development of junior colleagues
Experience attending committee and public meetings and responding to highways and transport enquiries
