How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

    Job Purpose:
    Responsible for supporting the planning, coordination and delivery of traffic management, traffic engineering and road safety strategies and operations within the local authority.

    This role ensures the safe, efficient and sustainable movement of people and vehicles across the transport network while supporting local policies, statutory obligations and community needs.

    The role provides specialist technical advice on Traffic Regulation Orders, road safety, traffic engineering, congestion management and highway improvement schemes.

    It also involves collaborating with internal teams, elected Members, Parish and Town Councils, external stakeholders and the community to develop, implement and monitor traffic management schemes, ensuring compliance with legislation, engineering standards and recognised best practice.

    Key Responsibilities and Accountabilities

    Support the development and implementation of traffic management, traffic engineering and road safety strategies, policies and programmes in line with local authority objectives.

    • Ensure traffic policies support road safety, sustainable transport, and community accessibility.
    • Oversee the planning, coordination and monitoring of traffic engineering, road safety and traffic management schemes, including congestion management, road closures, parking, speed management and temporary traffic arrangements.
    • Ensure operational compliance with statutory requirements, health and safety standards, and council procedures.
    • Identify high-risk locations through analysis of STATS19 collision data, traffic surveys and engineering assessment, developing mitigation measures and implementing road safety initiatives.
    • Conduct risk assessments and provide engineering advice on operational and highway infrastructure improvements.
    • Provide specialist technical advice to elected Members, Parish and Town Councils, council officers, developers, transport operators and community groups.
    • Support consultations with internal and external stakeholders to ensure traffic schemes meet local needs.
    • Support the delivery of traffic engineering, Traffic Regulation Order, road safety and highway improvement projects, including budgeting, procurement and performance monitoring.
    • Ensure projects are delivered efficiently, within budget, and to agreed standards.
    • Monitor and analyse traffic flows, collision trends, traffic survey data and scheme effectiveness to identify opportunities for engineering improvements.
    • Prepare technical reports, business cases and recommendations for senior management, Members and committees.
    • Identify opportunities to improve traffic operations through technology, data analysis and innovative engineering solutions.
    • Promote best practice in traffic engineering, road safety, network management and sustainable transport solutions.

    Person Specification

    Qualifications

    * HNC/D in Civil Engineering or similar relevant subject matter and/or extensive experience.

    * The job requires continual professional development to ensure an awareness of the development of new professional and industry practices and to maintain competence.

    * Road Safety Engineering qualification or training

    * Membership of IHE, CIHT or ICE

    Knowledge and Experience

    Candidates must have substantial knowledge and experience in the following areas of business and will be required to provide evidence of this:

    * Knowledge of traffic management, traffic engineering, road safety and transport planning principles within a local authority environment.

    * Understanding of Traffic Regulation Orders, Traffic Signs Regulations & General Directions (TSRGD) & subsequent amendments, Traffic Management Act and associated legislation.

    * Familiarity with traffic monitoring tools, collision databases, traffic surveys and data-led approaches to highway safety and congestion management.

    * Awareness of urban planning, sustainable transport and community engagement is best practice.

    * Experience in traffic management, traffic engineering, highway engineering or road safety within a local authority or public sector environment.

    * Proven track record of developing, implementing and monitoring highway improvement, road safety or traffic management schemes.

    * Experience interpreting traffic survey data and STATS19 collision data to develop engineering solutions.

    * Experience preparing technical reports, committee reports and business cases.

    * Experience engaging with elected Members, Parish and Town Councils, contractors, developers and local communities.

    * Road Safety Audit Experience
