About the Role
We are currently recruiting for an experienced Commercial Manager to lead complex and high-value procurement activities across a large public sector organisation.
The role will focus primarily on services procurement, including professional services, consultancy, contingent labour and engineering/project-related requirements. You will be responsible for managing end-to-end procurement exercises, developing commercial strategies and working closely with senior stakeholders, suppliers and legal teams.
Key Responsibilities
Lead large, complex and high-value procurement exercises from strategy through to contract award.
Develop procurement strategies, tender documentation and supporting commercial advice.
Conduct market analysis and identify appropriate procurement approaches.
Lead procurement evaluations and commercial negotiations.
Develop, negotiate and manage contracts and framework agreements.
Review and negotiate contract terms, conditions and commercial schedules.
Manage contract and framework performance, including scope, budget, risk, change and supplier performance.
Build strong relationships with internal stakeholders and key suppliers.
Work closely with legal teams on contractual terms and conditions.
Provide commercial advice and support effective decision-making.
Ensure procurement activity meets responsible procurement, sustainability, governance, equality, quality and environmental requirements.
Support supplier relationship management and resolve commercial or contractual issues.
Provide accurate management information and reporting.
Contribute to procurement process improvements, best practice and professional development across the team.
Essential Experience
Significant experience in procurement and commercial management, particularly services procurement.
Strong public sector procurement experience.
Proven experience leading large, complex and high-value procurement exercises.
Experience developing procurement strategies and conducting market analysis.
Strong experience managing procurement evaluations and commercial negotiations.
Experience preparing, reviewing and agreeing contractual terms and commercial schedules.
Strong stakeholder management and influencing skills, including experience engaging with senior stakeholders.
Experience managing frameworks and supplier relationships.
Strong understanding of procurement legislation and governance requirements.
Experience working with legal teams on commercial and contractual matters.
Excellent communication, negotiation and decision-making skills.
Ability to work independently and manage multiple complex priorities.
Desirable
CIPS qualification or equivalent professional experience.
Experience with SAP Ariba or similar procurement systems.
Degree-level qualification in a relevant discipline or equivalent experience.
Experience within responsible procurement, sustainability or social value programmes.
Experience supporting or mentoring colleagues within a procurement/commercial environment.
