The Property and Asset Management team (PAM) sits within the Climate, Homes and Economy Directorate. PAM plays a fundamental role in shaping the physical future of the borough. We are responsible for planning, executing, and overseeing multi-million-pound capital investment schemes across Hackney's housing stock and corporate estate. Our focus is on delivering high-quality, safe, and sustainable homes while putting residents at the centre of everything we do.
About the Role
Are you an experienced, results-driven capital delivery professional with a passion for public sector housing and construction? We are seeking a Capital Project Manager to lead multi-million-pound capital works projects from initial inception to post-completion.
You will act as the key lead developing projects through the Council's formal capital work stages, covering project commissioning, scope development, technical reviews, contract administration, on-site management, and post-completion requirements. You will lead and coordinate a multidisciplinary project team (including Quantity Surveyors, Clerk of Works, Resident Liaison Officers, Technical Support Officers, Design Officers, and external consultants) to ensure projects are delivered safely, on time, within budget, and to exemplary quality standards.
Key Responsibilities:
End-to-End Project Delivery: Lead capital projects across all RIBA/Council stages, ensuring full compliance with the Housing Asset Management Strategy, statutory consents, design standards, and relevant building regulations.
Contract Administration: Act as Contract Administrator for framework call-off projects, long-term agreements, or standalone contracts, managing mini-tenders, issuing instructions, leading site progress meetings, and overseeing practical completion and defects liability stages.
Financial & Commercial Oversight: Manage spend profiles, control fee expenditure, approve payment recommendations, manage contract variations through change control, and review pricing/final accounts in partnership with Project Quantity Surveyors.
Risk & CDM Management: Fulfill delegated Client CDM responsibilities, ensuring pre-construction information is provided and safety risks are minimised. Proactively identify, manage, and mitigate construction and contractual risks.
Multidisciplinary Leadership: Coordinate internal officers and external consultants/contractors, maintaining clear communication to drive performance on time, cost, quality, and resident satisfaction.
Resident & Stakeholder Engagement: Lead on resident consultation meetings, address Section 20 leasehold requirements, respond to Member/FOI queries, and act as an expert spokesperson for PAM.
Procurement & Governance: Advise on procurement methods and contract forms, prepare specifications, evaluate tenders, present projects to approval boards, and maintain accurate KPI/data reporting on Council systems.
About You
We are looking for a skilled project manager with strong technical expertise, commercial acumen, and customer-focused values:
Qualifications & Technical Knowledge
Qualifications: Degree-level qualification in a relevant discipline (e.g., Surveying, Architecture, Engineering) or equivalent significant experience in construction, project management, and contract administration. A professional qualification in project management or contract administration is desirable.
Building Maintenance & Regulations: Good general building maintenance knowledge, familiarity with housing stock standards, and strong understanding of relevant building regulations and statutory compliance.
IT & Data Systems: Proficient IT skills (Google packages, databases, and housing management systems), with strong numerical skills to analyse spend profiles, carry out detailed calculations, and evaluate financial data.
Experience
Experience in contract administration and managing construction/capital projects from inception to completion.
Proven track record of managing project budgets, cash flow forecasting, fee expenditure, and reviewing final accounts.
Experience directing multidisciplinary project teams, supervising external contractors/consultants, and managing framework call-offs.
Experience delivering customer-oriented services, attending resident consultation meetings, and responding to complex enquiries.
Skills & Competencies
