Job Title: Senior Technical Project Manager (Major Works & HRB)

Location: West London (Latimer Road / North Kensington Area – On-Site / Hybrid Operational Base)

Day Rate: £600 per day (Inside IR35 / Umbrella)

Contract Length: 6-Month Initial Engagement (2-Year Programme Scope with High Extension Likelihood)

Start Date: Urgent / Immediate (October Onboarding)

Are you a seasoned Technical Project Manager, MRICS Building Surveyor, or Consultancy-Background Delivery Specialist with extensive hands-on experience driving major residential refurbishment schemes across High-Risk Buildings (HRBs)

We are urgently recruiting a high-caliber Senior Technical Project Manager to take operational ownership of a £60M+ multi-property major works programme across two 20-storey high-rise residential tower blocks (320 domestic units) in West London.

Reporting directly to the Delivery Lead, you will act as the technical anchor on-site—challenging main contractors, scrutinising JCT design and build contracts, managing complex building pathology issues, and navigating strict compliance under the Building Safety Regulator (BSR) and Building Safety Act 2022.

Project Scope & Key Responsibilities:

End-to-End Major Works Delivery: Drive multi-measure refurbishment works across two 20-storey tower blocks, including full roof replacements, window/door renewals, concrete/brick panel repairs, EWI/external envelopes, new boilers, lift replacements, and internal kitchen/bathroom upgrades.

Building Pathology & Technical Scrutiny: Identify structural, fire, and building defects on-site. Act as the ultimate technical authority who actively scrutinises contractor proposals, design specifications, and consultant submissions rather than relying on external advisers.

JCT Contract & Commercial Management: Administer JCT Design & Build contracts. Scrutinise extensions of time (EOTs), fluctuation clauses, and variation claims to protect public funds and project margins.

Building Safety Act Compliance: Enforce strict compliance with the Building Safety Regulator (BSR), Fire Safety Regulations (Part B), and HRB gateway requirements post-Grenfell.

Multi-Consultant Leadership: Chair progress meetings and coordinate multi-disciplinary consultant teams (principal consultants, M&E engineers, landscape architects, and structural SMEs).

Resident & Leaseholder Liaison: Manage communication and expectations across 320 residential properties, navigating complex Section 20 leaseholder enquiries with technical authority.

Candidate Requirements & Qualifications:

Professional Chartership / Qualifications:

MRICS (Chartered Building Surveyor) is strongly preferred.

Candidates with MCIOB or CABE status, or 3–5+ years post-qualification experience (PQE) with an extensive track record in technical consultancy, will also be given full consideration.

Consultancy or Client-Side Delivery Background: Prior experience working within a technical building surveying consultancy or client-side team where you have directly written/scrutinised specifications and administered contracts.

High-Risk Building (HRB) Expertise: Proven track record managing major works on high-rise domestic structures (18m+ / 7+ storeys) with deep working knowledge of post-Grenfell fire regulations, compartmentalisation, and BSR statutory obligations.

JCT Design & Build Fluency: Demonstrable experience challenging main contractors, managing variations, and handling contractual disputes under JCT frameworks.

Technical Software Proficiency: Highly proficient in Microsoft Excel (for complex cost/WIP tracking) and Microsoft Project (for master scheduling).

Interview Process:

Single Stage: A focused 45 to 60-minute video interview via Microsoft Teams conducted by the Delivery Lead. The conversation will blend technical scenario testing (building pathology, Part B fire regulations, JCT contract administration) with competency-based leadership questions.
