About the Role
The Transformation Office Operations Finance Lead is a critical enabler of our 2030 Transformation Programme. Embedded within the Transformation Office (TO), this role is responsible for providing financial oversight, cost management, and performance reporting across the programme's operational workstreams. Working at the intersection of Finance, Programme Management, and Strategy, the postholder ensures that investment decisions are evidence-based, spending is controlled, and financial performance is transparently reported to senior stakeholders — including CEO, CFO and COO.
This is a senior individual contributor role suited to someone who combines deep finance expertise with the agility and operational acumen required in a fast-moving transformation environment.
Key Responsibilities
Investment Appraisal & Business Case Validation
- Review and challenge business cases submitted for programme validation and investment, ensuring assumptions are robust, benefits are valid, and costs are accurately represented.
- Provide independent financial assessment of investment proposals prior to submission to programme Directors, including a clear recommendation and escalation of key risks.
- Work with workstream leads to build investment cases where financial capability is limited, acting as a centre of expertise for business case development.
Financial Performance Reporting
- Own the TO financial reporting cycle, producing accurate monthly performance reports for SteerCo, programme leadership, and senior Modulaire stakeholders.
- Develop clear, decision-ready financial narratives that translate programme spend and benefit realisation data for senior and non-finance audiences.
- Maintain a consolidated view of programme financials across all Operations workstreams, ensuring consistency and integrity of data reported upward.
- Track actuals against budget, identify variances, and provide clear recommendations to workstream leads and the TO Directors.
- Produce financial input into governance packs, board papers, and investor-facing materials, including ad hoc analysis in support of executive requests.
- Act as the primary finance interface for the Transformation Office, building trusted relationships with workstream leads, the CFO office, and Regional and Group Finance.
Budgeting & Planning
- Lead the annual budgeting and quarterly re-forecasting processes for the Transformation Programme, coordinating with Finance Business Partners and workstream owners.
- Ensure the programme financial plan remains aligned to 2026 near-term targets and the broader 2030 ambition, reflecting changes in scope, phasing, or priorities.
- Partner with programme leadership on resourcing decisions, providing financial modelling to support build-vs-buy and extend/release assessments.
Risk Management, Controls & Governance
- Identify, assess, and escalate financial risks and dependencies within the programme risk register, working closely with the Governance & Risk workstream.
- Ensure robust approval governance is in place for all Operations program expenditure, including contractor engagement, extensions, and capital commitments, consistent with procurement and finance policies.
- Support internal and external audit processes, ensuring programme financial records are complete, accurate, and audit-ready at all times.
What We're Looking for
Essential
- Deep financial acumen and knowledge demonstrated in a complex, multi-stakeholder environment.
- Experience supporting large-scale transformation or change programmes, with responsibility for budgets and financial governance, ideally across Finance, Procurement and Operations.
- Strong financial modelling skills, with the ability to build and maintain complex cost models from scratch.
- Experience producing executive-level financial reporting, including board and SteerCo packs.
- High degree of business acumen and sound judgement, particularly in relation to people costs and supplier/contractor spend.
- Ability to manage competing priorities and operate effectively in ambiguous, fast-moving environments.
- Strong stakeholder management and relationship building capability at different levels in the organisation
- Excellent communication skills — written and verbal — with a proven ability to translate financial complexity for non-finance audiences.
Desirable
- Qualified accountant (ACA, ACCA, CIMA or equivalent) with significant post qualification experience and a proven track record supporting operational transformation programmes delivering multi million-pound value creation.
- Familiarity with Programme Management Office (PMO) or Transformation Office frameworks and governance structures.
- Experience in a UK-based, internationally matrixed organisation.
- Exposure to contractor workforce management and procurement governance.
