How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Highways Programme Delivery Officer

    Location: Bexleyheath (Hybrid Working) Contract: 12 Months (Potential Extension) Hours: 36 Hours per Week

    Aatom Recruitment is currently recruiting for an experienced Highways Programme Delivery Officer to join a local authority on a 12-month contract basis.

    About the Service

    The Highways, Traffic and Infrastructure Service is responsible for the development, management, and maintenance of the borough's public highway network. The team delivers a wide range of services including:

    * Highway Improvements and Structures

    * Highway Maintenance

    * Traffic Management and Road Safety

    * Parking Design

    * Street Works Permitting

    * Flood Risk Management

    A dedicated in-house team of engineers and technicians oversees the technical delivery of these services, supported by a range of term contractors and specialist suppliers. Key delivery partners include the Council's Highway Works Contractor, Engineering Consultancy Services provider, and Street Lighting and Signing Contractors.

    The Role

    As a Highways Programme Delivery Officer, you will play a key role in coordinating and monitoring a diverse portfolio of highways projects from initial identification and feasibility through to implementation, payment, and completion of the defects/guarantee period.

    A major focus of the role will be supporting the delivery of a substantial programme of highway resurfacing and patching works. You will work closely with contractors and internal stakeholders to ensure projects are delivered efficiently, on time, and in compliance with street works permitting requirements.

    Key Responsibilities

    * Coordinate and track highways projects throughout their full lifecycle, from conception through to completion.

    * Manage and monitor resurfacing, patching, and maintenance programmes.

    * Liaise regularly with contractors, consultants, and internal teams to ensure delivery milestones are achieved.

    * Monitor street works permit applications, ensuring permits are submitted, approved, and scheduled within required timescales.

    * Maintain accurate programme schedules, performance trackers, and project records.

    * Produce regular reports and progress updates for officers, senior management, and elected members.

    * Attend management meetings and present programme performance information where required.

    * Support responses to Freedom of Information (FOI) requests by providing accurate project and programme data.

    * Identify delivery risks and issues and work proactively with stakeholders to resolve them.

    Requirements

    * Experience in programme coordination, project delivery, or contract management within highways, civil engineering, infrastructure, or local government environments.

    * Strong stakeholder management skills with the ability to work effectively with contractors and internal teams.

    * Experience maintaining project programmes, performance data, and management reports.

    * Good understanding of highways maintenance activities and street works permitting processes.

    * Excellent organisational skills with the ability to manage multiple workstreams simultaneously.

    * Strong communication and presentation skills.

    * Proficiency in Microsoft Office applications, particularly Excel and reporting tools.

    Working Arrangements

    * 36 hours per week.

    * Hybrid working arrangement.

    * Based at Civic Offices, Bexleyheath.

    * Attendance in the office is required at least three days per week, with flexibility to attend additional meetings as necessary.

    This opportunity is offered on an initial 12-month contract, with the potential for extension subject to ongoing service requirements
