Are you an experienced Payroll Manager looking for an opportunity to lead, improve and shape a payroll service?
A forward-thinking local authority is looking for a Payroll Manager to lead its Payroll and Pensions function, supporting a workforce of approximately 2,600 employees.
This is a key leadership role, responsible for the accurate, timely and compliant delivery of payroll and pensions, while also driving service improvement and supporting a wider transformation programme.
The Role
You will:
* Lead, develop and motivate a dedicated Payroll team.
* Oversee the end-to-end payroll process using Oracle Payroll.
* Ensure compliance with payroll legislation, HMRC requirements and pension regulations.
* Act as the senior escalation point for complex payroll and pension matters.
* Oversee payroll reconciliations, BACS payments, deductions, overpayments and year-end processes.
* Lead process improvements and identify opportunities for automation.
* Work closely with HR, Finance, Pensions, senior leaders and external providers.
* Provide payroll reporting, analysis and expert advice.
About You
You will have:
* A CIPP qualification or significant experience managing an end-to-end payroll function.
* Strong knowledge of payroll legislation, taxation, pensions and statutory reporting.
* Experience leading and developing payroll teams.
* Experience using Oracle Payroll or a comparable enterprise payroll system.
* Knowledge of Local Government and/or Teachers’ Pension schemes.
* Strong analytical, problem-solving and stakeholder management skills.
* Experience delivering service improvements and change.
Local Government or wider public sector experience is desirable, but candidates from complex private sector organisations are also encouraged to apply.
