How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job Title: Senior Residential Licensing Officer

    Location: Croydon, CR0 1EA - Hybrid Working - 3 days office / 2 days remote (travel around borough)

    Daily rate £335 PAYE

    Contract Length: 3 -month contract (possibility of extension)

    Working Pattern: Full Time, Monday - Friday, 36 hours

    About the Role

    The London Borough of Croydon is introducing new Selective Licensing and Additional HMO Licensing schemes alongside its existing Mandatory HMO Licensing programme.

    To support the successful mobilisation and delivery of these schemes, we are seeking an experienced Senior Residential Licensing Officer to provide technical leadership and operational oversight within the Council's retained licensing function.

    This is an exciting opportunity for an experienced housing, regulatory or property licensing professional to play a key role in ensuring that residential licensing activities are delivered efficiently, compliantly and in accordance with legislative requirements.

    Key Responsibilities

    As Senior Residential Licensing Officer, you will:

    Provide senior technical advice and oversight across Selective, Additional HMO and Mandatory HMO Licensing.
    Review and manage complex or escalated licensing cases.
    Support statutory decision-making processes and licence determinations.
    Provide guidance and support to licensing officers and other members of the licensing team.
    Undertake quality assurance of licensing decisions, documentation and case records.
    Identify cases requiring further investigation, inspection, compliance intervention or enforcement referral.
    Coordinate and schedule property inspections and compliance activity with delivery partners and enforcement teams.
    Monitor inspection outcomes and ensure appropriate follow-up actions are completed.
    Liaise with landlords, managing agents and other stakeholders on complex licensing matters.
    Support landlord engagement activities, including forums, guidance sessions and promotional initiatives.
    Contribute to the development and improvement of licensing procedures, guidance and operational processes.
    Monitor workloads, case progression and emerging operational risks.
    Work closely with contract management colleagues to identify and address quality, performance or compliance issues.
    Support the continuous improvement of the licensing service.

    Essential Experience

    Significant experience in residential property licensing, private sector housing, housing regulation, environmental health or a related field.
    Strong working knowledge of the Housing Act 2004 and residential property licensing legislation.
    Experience of Selective Licensing, Additional HMO Licensing and/or Mandatory HMO Licensing.
    Experience reviewing complex licensing cases and supporting regulatory decision-making.
    Experience of property inspections, housing standards or compliance activity.
    Experience providing technical guidance, mentoring or supervising colleagues.
    Excellent stakeholder management and communication skills.Desirable Experience

    Previous local government or regulatory services experience.
    Experience working with systems such as MetaStreet, Uniform or similar licensing and regulatory platforms.

    Working Arrangements

    This role is offered on a hybrid basis, with attendance required at Council offices and other locations across the borough as necessary. Regular travel may be required for inspections, stakeholder engagement and operational meetings
