The Role
·Manage the day-to-day operation and performance of the Benefits service.
·Oversee the administration of Housing Benefit, Council Tax Reduction, the Single Support Grant scheme, Discretionary Housing Payments and associated discretionary awards.
·Ensure benefits administration is delivered in accordance with relevant legislation, performance standards and agreed budgets.
·Drive processing teams towards achieving and maintaining top quartile performance across benefits administration.
·Develop and monitor performance measures covering individual accuracy, productivity and throughput.
·Analyse performance data and implement targeted interventions and training where required.
·Review and develop operational procedures, standards and processes to improve service performance.
·Identify opportunities to use emerging technology to improve benefits processing and service delivery.
·Plan and implement legislative and regulatory changes while minimising disruption to the service.
·Provide regular performance and operational updates to the senior management team.
·Deputise for the senior Revenues and Benefits manager when required.
Key Requirements
·Significant experience managing a Benefits service within local government.
·Strong knowledge of Housing Benefit and Council Tax Reduction legislation and administration.
·Experience managing Discretionary Housing Payments and other discretionary benefit or support schemes.
·Proven experience managing benefits processing teams and operational performance.
·Experience monitoring and improving processing accuracy, productivity and throughput.
·Experience using performance data to identify underperformance and implement improvement measures.
·Experience reviewing and improving benefits procedures, processes and service standards.
·Experience implementing legislative and regulatory changes within a Benefits service.
·Experience driving improvements in benefits processing performance and service delivery.
