How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

    Hays are delighted to be supporting a well-established public sector organisation in the recruitment of a Senior HR Project & Change Manager. This is a highly visible role within a forward-thinking people function, offering the opportunity to influence large-scale organisational change and workforce transformation programmes.

    The Opportunity

    The organisation is currently undertaking a programme of change. As part of this transformation, new team structures, roles and responsibilities are being designed to support future business needs. Reporting to the senior people's leadership team, you will lead on organisational design, workforce planning and change management activity, helping to refine existing proposals, incorporate stakeholder feedback and support implementation. A key focus of the role will be managing employee consultation processes, including restructuring activity and redundancy programmes, whilst ensuring positive employee engagement throughout periods of change.

    With further transformation projects planned, this role offers the opportunity to become a trusted adviser to senior leaders while helping shape the future workforce strategy of the organisation.

    Key Responsibilities:

    Lead organisational design and workforce planning initiatives across multiple business areas.
    Partner with senior leaders to develop future-ready structures, roles and operating models.
    Refine organisational design proposals based on stakeholder and employee feedback.
    Manage complex change programmes, including consultation and implementation activities.
    Provide expert advice on restructuring, redundancy and organisational development projects.
    Support leaders through organisational change, ensuring compliance with employment legislation and best practice.
    Develop practical people solutions that balance organisational objectives with employee experience.
    Work collaboratively with recognised trade unions and employee representatives throughout consultation processes.
    Identify workforce risks, capability requirements and future resourcing needs.
    Champion positive culture change, employee engagement and inclusion initiatives.About You

    To be successful, you will be an experienced HR Change, Organisational Development or HR Business Partner professional with a proven track record of delivering complex people transformation programmes.

    You will demonstrate:

    Strong expertise in organisational design, organisational development and workforce planning.
    Experience leading large-scale change initiatives, restructures and formal consultation exercises.
    Extensive knowledge of employment law, employee relations and HR policy.
    A strong understanding of organisational culture and the people implications of change.
    Experience working within a unionised environment, ideally within the public sector or a similarly complex organisation.
    Excellent stakeholder management and influencing skills, with the ability to build credibility at all levels.
