Key Responsibilities:
* You will play a key role in driving energy efficiency and decarbonisation programmes across the Council’s housing stock and public buildings.
* You will oversee end-to-end retrofit projects, ensuring compliance with relevant standards, managing contractors, and providing technical assurance and advice to senior management.
* The role will involve working closely with Housing, Property, Sustainability, and Asset Management teams, as well as external contractors, consultants, and residents.
* Manage and coordinate whole-house retrofit projects from initial assessment through to completion and post-occupancy evaluation.
* Ensure full compliance with PAS 2035/2030 standards across all domestic energy efficiency initiatives.
* Oversee contractor performance, quality assurance, site inspections, and risk assessments for technical works.
* Analyse technical data, energy performance certificates (EPCs), and retrofit assessments to provide clear reporting and guidance to senior stakeholders.
* Collaborate with internal Council teams, external funding bodies, and residents to ensure smooth delivery and high levels of customer satisfaction.
Your Experience:
* Significant experience managing retrofit, energy efficiency, or building improvement programmes within a complex organisation (Local Authority or Housing Association experience desirable).
* Level 5 Diploma in Retrofit Coordination and Risk Management (or equivalent PAS 2035 qualification).
* Strong knowledge of building physics, fabric-first approaches, renewable technologies, and domestic heating systems.
* Proven track record in managing contractors, project budgets, and technical compliance risks.
* Excellent communication, organisation, and stakeholder management skills.
* Ability to evaluate complex technical data and present clear, actionable advice to senior managers.
