How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Section Leader - Licensing

    Pay: £22.85 per hour

    Location: City of Wolverhampton

    Role type: Temporary

    City of Wolverhampton Council is looking for an experienced and motivated Section Leader - Licensing to join their Resident Services team.

    This is an exciting opportunity for a licensing professional or regulatory services leader who is passionate about delivering high-quality public services, leading teams, and driving continuous improvement. You'll play a pivotal role in ensuring that the Council's licensing functions are delivered efficiently, effectively, and in line with current legislation and best practice.

    Working closely with the Service Manager and key stakeholders across the Council, you'll lead a dedicated team, manage day-to-day operations, and help shape the future direction of licensing services across the city.

    About the Role

    As Section Leader, you will take operational responsibility for a key area of the Council's licensing function, ensuring services are delivered to the highest standard.

    Key responsibilities will include:

    Leading the day-to-day management, coordination and development of licensing services.
    Supporting the Service Manager in the effective delivery and continuous improvement of the service.
    Managing and developing a team, ensuring workloads are effectively planned and resources are deployed appropriately.
    Overseeing the processing of licence and registration applications, ensuring legal compliance, accuracy and efficiency.
    Preparing reports, correspondence and Licensing Committee papers.
    Attending and presenting at Licensing Committee meetings, stakeholder forums and other meetings as required.
    Monitoring performance, setting work programmes and driving service improvements.
    Keeping up to date with legislative changes, industry developments and regulatory best practice.
    Managing contracts and working collaboratively with partners and stakeholders to achieve positive outcomes.
    Representing the service in court proceedings where required.
    Supporting apprentices, students and colleagues through coaching, training and development.This role offers a varied and rewarding workload, providing the opportunity to make a real impact within a forward-thinking local authority.

    About You

    We're looking for a confident leader with strong regulatory or licensing experience who thrives in a fast-paced environment.

    You'll bring:

    Essential Requirements

    Degree-level education, equivalent qualifications, or substantial relevant professional experience.
    Experience working within licensing or a similar regulatory environment.
    Strong leadership, supervisory or management experience.
    Excellent written and verbal communication skills.
    Strong organisational and workload management abilities.
    Confidence using IT systems and managing information effectively.
    The ability to build positive working relationships with colleagues, elected members, partners and stakeholders.
    A proactive approach to problem solving and service improvement.
    The ability to work effectively under pressure and manage competing priorities.

    Desirable Skills and Experience

    Professional qualifications relevant to licensing, law, management or regulatory services.
    Experience leading service improvement projects or organisational change initiatives.
    Experience working within a large public sector organisation.
    Knowledge of licensing administration and committee processes.
    Project management qualifications or experience.
