How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job Title: Transformation Officer

    Grade/Salary: Band F, SCP 26-31 (£37,280 - £41,771)

    Contract Type: 12-month Secondment Fixed Term

    Hours: 37 hours per week

    Location: Sandwell Council House, Freeth St Oldbury B69 3DE – Hybrid


    We are seeking a motivated and innovative Transformation Officer to join our Corporate Transformation team within the Finance and Transformation Directorate.


    This is an exciting opportunity for an experienced professional with a passion for service improvement, organisational change and transformation. You will work closely with managers, employees and stakeholders across the council to review services, identify opportunities for improvement and support the delivery of transformational change programmes that improve outcomes for residents and communities.


    Working across a variety of projects and service areas, you will play a key role in supporting business change activities, facilitating employee engagement, driving continuous improvement and embedding new ways of working across the organisation.


    The opportunity:

    • You will work with services to identify, develop and implement innovative solutions that improve service delivery and outcomes.
    • organise and track a significant number of workshops and follow-up sessions involving the supplier and Council teams—this will run into the hundreds across all workstreams
    • Follow up actions and keep programme records up to date
    • Manage and maintain the programme RAID and other programme artifacts;
    • Manage the programme folders, filing, document naming and version control; and
    • Provide day-to-day programme and governance support, including regular Programme Steering Group meetings.


    In this role you will:

    • Deliver and support business change, transformation and service improvement projects.
    • Undertake detailed research, analysis and process reviews to identify opportunities for improvement.
    • Develop and maintain effective working relationships with stakeholders across the council and partner organisations.
    • Facilitate workshops, employee consultations and engagement activities to support change programmes.
    • Produce reports, briefings and presentations for a range of audiences.
    • Support the planning, implementation and evaluation of transformation programmes and projects.
    • Provide coaching and guidance to managers and teams on change management approaches and best practice.
    • Work collaboratively with colleagues to embed a culture of service excellence and continuous improvement.
    • Support the identification and implementation of technology, systems and process improvements.
    • Contribute to strategic planning, policy development and organisational improvement activities.


    What we're looking for:

    • Experience of delivering business change, transformation or service improvement initiatives within a complex organisation.
    • Experience of project or programme management and delivering outcomes within challenging timescales.
    • Strong stakeholder engagement and communication skills with the ability to influence and build effective relationships.
    • Experience of facilitating workshops, consultations and employee engagement activities.
    • Strong analytical and problem-solving skills with experience of researching and analysing complex information.
    • Knowledge and practical application of change management principles and continuous improvement methodologies.
    • Excellent organisational skills with the ability to manage competing priorities effectively.
    • Ability to communicate complex information clearly in both verbal and written formats.
    • Proficiency in the use of ICT systems and data to support service improvement.
    • A commitment to innovation, collaboration and delivering excellent outcomes for customers and communities.
