Our Requirement
Our client requires a very experienced technology professional that has demonstrable and extensive experience working with bus systems and technologies.
The successful candidate must demonstrate the following essential criteria:
• Significant knowledge of bus service systems and technologies, as set out below.
• Significant experience of working with systems and technologies for a bus industry employer, for either for a local transport authority or a bus operator.
• Significant experience of working on complex and fast-paced systems and technology delivery projects, managing several workstreams at once.
• Good experience of working with systems and technology specialists within local authority delivery teams and across a range of system and software suppliers.
• A flexible approach to working remotely and in-office. The successful candidate will work with the bus teams and our partner authorities to develop a detailed understanding of the bus-related transport technology systems and technologies currently in place, then oversee the transition of these systems into the Combined Authority.
These systems will include, but not be limited to:
• real time passenger information systems and screens, including live performance monitoring, historic reporting and links to traffic signal bus priority.
• printed timetable production systems.
• online timetable and journey planning systems.
• ENCTS user database and card production systems, as well as proof-of-age card systems for Under 19s.
• Commercial ticketing assets including smartcard vending kiosks, sales terminals and associated back office and banking systems.
• bus contract management systems; and
• bus service registration systems (including EBSR). The successful candidate will identify the existing systems in place and develop a plan for each system to be transitioned into (or made available to) the Combined Authority Bus Team from April 2027 onwards.
The ongoing costs of those systems (licenses, helpdesk support arrangements, officer time, etc) should be identified so that these costs can be built into clients long term funding plan for bus services. The success candidate will identify where clients must invest in new ICT resources (servers, systems, professional staff) in order to manage the transitioned services effectively, these items will each require a procurement plan to be developed and must be fully costed.
The successful candidate should explore affordable opportunities to update and replace outdated or inefficient systems, these proposals will only be enacted if it can be demonstrated that their implementation will not affect our transition timetable. The outcome will be a technology transition plan that will be enacted at the end of March 2027, which will maintain all systems and technologies without any degradation in public-facing service.
We envisage the individual working one to two days per week with the client between August 2026 and April 2027. Work can be done remotely in the first instance but as the work develops there will be a need to spend occasional days working at the clients head office in central York
