The Assignment
Reporting directly to the Director of Growth & Place, the Major Projects Programme Lead will provide senior programme leadership across Dudley’s most significant regeneration, infrastructure and place-based initiatives.
Working across the Communities & Growth Leadership Team and alongside colleagues from Development & Regulation, the postholder will bring together a broad portfolio of projects into a single coherent programme, ensuring strategic alignment, effective governance and successful delivery.
The immediate priority is to lead and execute the Council’s Operational Readiness Programme for Metro Phase 2 and Dudley Interchange, ensuring the Council is fully prepared for their successful launch in October and November 2026.
Alongside operational readiness, the postholder will ensure that this once-in-a-generation transport investment becomes the catalyst for wider regeneration, economic growth and place-making by maximising opportunities for investment and coordinating delivery across the wider Dudley programme.
The successful candidate will also act as the Council’s client lead for the Dudley Ecosystem Masterplan, overseeing procurement, mobilisation and delivery of the commission whilst ensuring the emerging masterplan is informed by colleagues, communities, partners and stakeholders across the borough.
This is not a consultancy assignment.
We are seeking an experienced programme leader with a strong bias for action who will quickly build credibility, establish programme discipline, create momentum and translate ambition into delivery.

* Bring together multiple projects into a single coherent programme aligned to the Council’s strategic priorities.
* Identify programme dependencies, risks and opportunities.
* Ensure effective governance, reporting and programme assurance.
* Drive pace, accountability and delivery across the programme.
* Remove barriers to implementation and support timely decision-making.
* Develop clear programme dashboards, milestones and reporting arrangements.
Experience
* Leading major regeneration, infrastructure or economic development programmes.
* Operating successfully within complex public sector environments.
* Working with elected Members and senior leadership teams.
* Procuring and managing external consultants.
* Leading multi-disciplinary programmes involving multiple stakeholders.
* Developing governance arrangements for high-profile programmes.
* Managing political, financial and reputational risk.
