Fox Morris Group are recruiting an experienced Major Projects Programme Delivery Lead to support a major West Midlands Local Authority through a critical period of regeneration, infrastructure investment and place-based transformation.
This is a senior, delivery-focused assignment with responsibility for bringing together a significant portfolio of transport, regeneration and infrastructure projects into a single, coherent major projects programme.
The immediate priority will be leading organisational and operational readiness for two major transport infrastructure launches scheduled for October and November 2026, while ensuring this investment acts as a catalyst for wider regeneration, economic growth and investment.
The Role
Reporting directly to the Director of Growth & Place, you will provide senior programme leadership across some of the organisation's highest-profile regeneration and infrastructure initiatives.
You will be expected to quickly establish credibility, strengthen programme governance, identify dependencies and risks, remove barriers to delivery and ensure senior leaders and Members have clear visibility of progress.
Key Responsibilities
* Provide senior leadership across complex regeneration, infrastructure and place-based programmes.
* Bring multiple major projects together into a single integrated programme.
* Establish robust programme governance, dashboards, milestones, risk registers and reporting.
* Lead operational readiness for major transport infrastructure launches.
* Coordinate activity across multiple Council services and external/regional partners.
* Identify programme dependencies, risks and opportunities and drive timely resolution.
* Prepare and deliver briefings to Executive Leadership and Elected Members.
* Build effective relationships with major transport and regional partners.
* Act as the client lead for a major place-based masterplanning commission.
* Lead the procurement, appointment and mobilisation of external consultants.
* Manage consultant performance, programme milestones and emerging outputs.
* Coordinate engagement across Council services, communities, Members and external stakeholders.
* Ensure masterplanning activity creates an ambitious and investment-ready vision for the area.
* Drive pace, accountability and visible progress across priority projects.
First 90 Days
The successful candidate will be expected to make an immediate impact, including:
* Leading operational readiness for two major transport infrastructure launches.
* Establishing effective cross-organisational programme governance.
* Strengthening relationships with regional transport partners.
* Completing the procurement and appointment of the masterplanning consultant.
* Mobilising the masterplan commission and establishing client-side contract management.
* Reviewing all major regeneration and infrastructure activity.
About You
* Significant senior-level programme leadership experience.
* Delivery of complex regeneration, infrastructure, transport or place-based programmes.
* Strong experience within a Local Authority or wider public sector environment.
* Experience coordinating multiple complex projects and workstreams simultaneously.
* Strong programme governance, risk management and assurance experience.
* Experience working with senior officers, Elected Members and external partners.
* Experience of major transport/infrastructure operational readiness would be highly advantageous.
* Experience commissioning and managing masterplans, consultancy assignments or major professional services contracts
This is not a consultancy assignment. The organisation requires an experienced programme leader who can embed themselves within the organisation, take ownership and translate strategic ambition into tangible delivery
Salary description
£800.00 - £900.00 per day
