How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Freelance Quantity Surveyor

    Hybrid - 3 days a week in office | Brighton | 12-Month Contract | Inside IR35


    About the Company

    Our client is a leading infrastructure and construction organisation delivering major capital projects across the UK within the water, utilities, and civil engineering sectors. As part of a long-term framework supporting critical water and wastewater infrastructure improvements, they are delivering essential projects focused on increasing capacity, improving water quality, enhancing resilience, and supporting sustainable growth across the South East.

    With a strong pipeline of work secured they are seeking an experienced Quantity Surveyor to join their commercial team and support the successful delivery of complex infrastructure projects.


    The Role

    An exciting opportunity has arisen for a Quantity Surveyor to join a high-performing commercial team working on a major water infrastructure programme. Reporting into senior commercial leadership, you will play a key role in controlling costs, maximising value, reducing commercial risk, and supporting the successful delivery of projects operating under NEC Target Cost contracts.


    Key Responsibilities

    • Administer and enforce company commercial procedures.
    • Measure works completed and reconcile against Target Cost.
    • Prepare monthly applications for payment including VOWD, ETC and EAC reporting.
    • Monitor, forecast and report project costs and values accurately.
    • Identify commercial risks and implement mitigation strategies.
    • Support change management and change control procedures.
    • Ensure all contractual notices and obligations are managed correctly.
    • Assess and process subcontractor applications for payment in line with contractual requirements.
    • Support procurement activities, tender evaluations and recommendation reports.
    • Analyse and interpret cost reports, financial data and project performance.
    • Liaise regularly with operational teams, subcontractors and client commercial representatives.
    • Assist with subcontract preparation and interim/final account administration.
    • Support project programmes and commercial reporting requirements.
    • Collate financial information for audits and cost assurance processes.
    • Provide mentoring and support to junior commercial team members.
    • Maintain accurate records and project documentation.
    • Ensure compliance with health, safety and commercial governance requirements.


    Experience & Requirements

    • Proven experience working as a Quantity Surveyor within the civil engineering, infrastructure, utilities or water sectors.
    • Strong understanding and practical experience of NEC contracts, particularly Target Cost contracts.
    • Experience of commercial management throughout the project lifecycle.
    • Ability to manage cost reporting, forecasting and valuations.
    • Experience administering subcontract packages and payment processes.
    • Strong client-facing communication and stakeholder management skills.
    • Experience supporting audit requirements and cost assurance processes.
    • Proficient in Microsoft Office applications, particularly Excel.
    • Experience using Oracle and Causeway accounting systems.
    • Ability to work collaboratively across multidisciplinary project teams.
    • Willingness to travel to operational construction sites across East Sussex and Kent.

    • Cost reporting, forecasting and cash flow management.
    • Contract administration under NEC forms of contract.
    • Change control and compensation event management.
    • Financial analysis and cost reconciliation.
    • Procurement support and commercial evaluations.
