How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.

    Job description

    Service Manager - Anti-Social Behaviour

    Client: London Borough of Hillingdon
    Location: Civic Centre, High Street, Uxbridge, Middlesex, UB8 1UW
    Rate: £400-£450 per day
    Contract: Temporary until 31 January 2027
    Hours: Monday to Friday, 9:00am-5:00pm
    Working arrangement: Technically hybrid, but primarily office-based
    DBS: Basic DBS required
    Driving: Required as part of the role; company vehicle provided

    About the role

    We are recruiting an experienced Service Manager to provide strategic and operational leadership across a borough-wide Anti-Social Behaviour and associated enforcement service.

    This is a senior, hands-on leadership position requiring someone who can quickly take ownership of the service, support operational teams and ensure that ASB prevention, investigation and enforcement activity is delivered effectively.

    Although the role is technically hybrid, the successful candidate must be willing to work from the Uxbridge office more often than not. Being visible, accessible and present on the floor is considered essential to providing the team with effective day-to-day leadership and support.

    Key responsibilities

    * Provide strategic and operational leadership across the Council's ASB and associated enforcement functions.

    * Lead, manage and support teams operating within a fast-paced and complex environment.

    * Oversee the prevention, investigation and enforcement of serious and complex ASB cases.

    * Ensure appropriate action is taken to protect vulnerable residents, reduce harm and manage community risk.

    * Maintain effective oversight of casework quality, service performance and operational delivery.

    * Scrutinise and interpret performance information, identifying trends, risks and areas requiring improvement.

    * Present performance data, service updates and recommendations to senior managers, elected members and partner organisations.

    * Ensure services comply with relevant housing legislation, the Anti-Social Behaviour, Crime and Policing Act 2014 and other statutory requirements.

    * Maintain compliance with Housing Regulator expectations and wider regulatory standards.

    * Provide direction and professional guidance on complex, sensitive or high-risk ASB and enforcement cases.

    * Strengthen partnership working with the police, community safety services, safeguarding teams, housing providers and other agencies.

    * Support continuous service improvement and ensure resources are deployed effectively.

    * Promote a visible, accountable and resident-focused leadership culture.

    About you

    You will be an established ASB or housing enforcement leader with substantial experience managing an operational service. You must be confident taking responsibility from the outset and operating with minimal supervision or training.

    You will combine strong statutory knowledge with credible people leadership, sound operational judgement and the ability to analyse and present complex performance information clearly.

    Essential experience

    * Extensive experience managing or leading an Anti-Social Behaviour service.

    * Strong experience within social housing, a local authority, a housing association or a closely related community safety environment.

    * Proven experience leading teams in a demanding operational setting.

    * Experience overseeing complex ASB, tenancy enforcement or community safety cases.

    * Demonstrable experience using performance information to scrutinise services and drive improvement.

    * Experience presenting reports, findings and recommendations to different stakeholder groups.

    Essential knowledge and skills

    * Strong working knowledge of housing legislation.

    * Detailed knowledge of the Anti-Social Behaviour, Crime and Policing Act 2014.

    * Sound understanding of safeguarding, vulnerability, risk management and enforcement practice.

    * Strong leadership and people-management skills.

    * Excellent written, verbal and presentation skills.

    * Ability to interpret complex information and communicate it clearly.

    * Strong decision-making and problem-solving abilities.

    * Ability to work independently, prioritise competing demands and deliver under pressure.

    * Confidence dealing with senior stakeholders, partner agencies and sensitive operational matters.

    Additional information

    The successful candidate must be able to hit the ground running and provide immediate stability, direction and visible leadership to the service.

    Regular attendance at the Civic Centre in Uxbridge is essential. This is not a predominantly home-based assignment, despite being technically classified as hybrid.

    Driving is required as part of the role, with a company vehicle available. The successful candidate will also be required to complete a Basic DBS check
