How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

    Rough Sleeper Services Commissioning Officer

    Location: Hybrid Working- Hove, BN3 (with travel to other sites as required)
    Rate: £25.00 per hour
    Contract: ASAP Start - Mid February 2027
    Hours: Full Time- 35 hours per week

    The Opportunity

    We are seeking an experienced Rough Sleeper Services Commissioning Officer to support a key local authority homelessness programme focused on improving outcomes for rough sleepers and single homeless individuals requiring support and accommodation.

    This is an excellent opportunity for a commissioning professional who can work independently, engage senior stakeholders, and drive commissioning projects within a challenging but rewarding environment.

    The successful candidate will play a pivotal role in ensuring services are person-centred, outcomes-focused, financially sustainable, and responsive to the needs of vulnerable residents.

    Key Responsibilities

    The role will focus on commissioning, performance management, and quality improvement across homelessness and rough sleeper services, including:

    Commissioning & Service Development

    Lead and support commissioning and recommissioning projects.
    Review and develop service specifications and commissioning intentions.
    Conduct options appraisals and develop business cases and project plans.
    Develop innovative services and sustainable markets that improve outcomes for homeless individuals.
    Work collaboratively with Housing, Adult Social Care, Health partners, providers, and the voluntary sector.

    Performance & Contract Management

    Monitor commissioned services and contract performance.
    Ensure robust performance frameworks and improvement plans are in place.
    Analyse and report on service performance and statutory returns.
    Support consultation and stakeholder engagement activities.
    Develop meaningful KPIs and performance measures.

    Quality Improvement

    Lead quality assurance and service improvement initiatives.
    Work with providers to develop and implement improvement plans.
    Oversee service quality monitoring across supported housing provision.
    Support safeguarding activities, investigations, and service improvement actions.
    Promote partnership working across Housing, Health, Adult Social Care, and external agencies.

    Essential Experience

    We are looking for candidates with substantial commissioning experience within:

    Housing/ Homelessness
    Supported Accommodation
    Public Health
    Adult Social Care
    Other related Local Authority services

    You will need experience in:

    Leading commissioning projects independently
    Service redesign and market development
    Contract and performance management
    Working within local authority governance and decision-making frameworks

    Desirable Experience

    Knowledge of the Homelessness Reduction Act, Care Act, Better Care Fund/Plan, and related legislation.
    Experience working within homelessness or rough sleeper services.
