Join us as a Head of PMO at the Home Office. (Preferably hold SC Clearance)
To provide immediate senior PMO leadership for a high-profile programme, rapidly establishing a robust and sustainable PMO capability. The role will bring strategic direction, governance, reporting, assurance and delivery control, strengthening existing programme structures and enabling informed executive decision-making. Working closely with programme leadership, the engagement will create the foundations for successful delivery through the implementation of effective PMO frameworks, development of key programme artefacts, and establishment of enduring processes and controls that continue to deliver value beyond the engagement.
Some initial reporting is in place along with an emerging Programme Board structure, but both need attention, along with an Outline Business Case and standard programme artefacts and assurance to support decision-making and programme direction.
The engagement is to establish and drive the PMO while supporting the team and ensuring that the PMO artefacts and processes can be sustained following handover.

- Programme Management Office fully established with a clear structure, meeting the Programme Director's requirements.
- All processes and artefacts in place.
- Communications and/or training delivered to team members and stakeholders as required.
- Business Case (OBC) completed for December.
Essential Requirements

- Strong experience of setting up a PMO for a new programme from start-up, including establishing key artefacts, governance and ways of working.
- Successful track record of leading a Programme Management Office, contributing to the successful delivery of complex projects and programmes.
- Thorough understanding of programme management, including benefits realisation, stakeholder management, financial programme reporting and change management.
- Proven leadership experience, with the ability to empower and motivate others in a dynamic environment and across organisational boundaries, using an engaging and adaptable leadership style.
- Proven ability to coach PMO teams, developing their skills and enabling them to thrive within an established PMO structure.
Desirable Skills / Specialist Knowledge
- Highly developed interpersonal and influencing skills, with the credibility and ability to build excellent relationships with key internal and external stakeholders.
- Experience of working with police forces and/or forensic services.
Qualifications & Experience Required
- Experience of establishing a PMO from stand-up at pace.
- Experience of establishing key artefacts and processes rapidly and adapting these as required.
- Experience of coaching and developing PMO teams.
- Experience of handing over a fully functioning PMO to an incumbent team.
- A recognised Project Management qualification or accreditation is expected.
