How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job Title: Commissioning Officer (Market Intelligence, Adult Social Care)

    Location: Richmond & Wandsworth, Hybrid working, 2 days office

    Hourly rate: £24.62 PAYE / £32.17 Umbrella

    Contract Length: 3-month contract (possibility of extension)

    Working Pattern: Full Time, Monday - Friday, 36 hours

    About the Role

    We are looking for a highly motivated Commissioning Officer (Market Intelligence) to join our Adult Social Care Commissioning team during an exciting period of transformation.

    This temporary role will play a key part in supporting the delivery of market intelligence, insight and analysis that informs commissioning decisions and market management across Adult Social Care. You will help maintain critical intelligence products, develop evidence-based reporting and support the creation of improved data, governance and commissioning processes.

    What You'll Be Doing

    As the lead officer for a range of market intelligence activities, you will:

    Maintain and develop key intelligence products, including Power BI dashboards and reporting tools.
    Produce analysis and insight to support commissioning decisions and market oversight.
    Lead research and evidence gathering for Joint Strategic Needs Assessments (JSNAs).
    Develop reports, briefings and market intelligence products for senior leaders.
    Respond to bespoke intelligence and analytical requests from commissioners and stakeholders.
    Coordinate the Housing Strategy Group and contribute to housing-related needs assessments.
    Support the development of improved data infrastructure, governance arrangements and market management processes.
    Work collaboratively with commissioners, analysts, senior managers and external partners to deliver evidence-based solutions.

    What We're Looking For

    Essential Experience and Knowledge

    Experience of Adult Social Care commissioning and market management.
    Understanding of commissioning cycles and needs assessment processes.
    Experience working with demographic, performance and market intelligence data.
    Knowledge of equality, diversity and inclusion principles within commissioning environments.Essential Analytical Skills

    Advanced Excel skills.
    Experience using Power BI to develop and maintain dashboards and reporting tools.
    Strong data analysis and interpretation skills.
    Ability to identify trends, risks and opportunities from complex datasets.
    Experience preparing reports and briefings for senior management.Research and Project Skills

    Experience conducting research, evidence reviews and needs assessments.
    Strong report-writing and drafting skills.
    Ability to manage multiple workstreams simultaneously.
    Excellent organisational and prioritisation skills.
    Experience coordinating meetings, stakeholder groups and action plansCommunication Skills

    Ability to communicate complex information clearly and effectively.
    Strong stakeholder engagement and relationship-building skills.
    Experience facilitating discussions, workshops and collaborative working.
    Ability to tailor reports and presentations for a range of audiences

    Desirable Experience

    Local Authority Adult Social Care experience.
    Market Position Statement development.
    Joint Strategic Needs Assessment (JSNA) development.
    SharePoint administration.
    SQL, Power Query or data modelling.
    Market analysis and provider engagement.
    Designing and delivering training
