How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

    This role has a starting salary of £55,486 per annum, based on a 36 working week. This is a fixed term contract / secondment opportunity until March 31st 2027.

    We are hiring a Change Manager to join our Procurement team and play a key role in shaping the future of local government services across Surrey.

    We support hybrid working with the right balance and come together in person for 2 days per week on average (40% of the working week) and support working from home arrangements.

    This is an exciting opportunity to develop your professional career in a team that provides a great working environment where you are supported and given a platform to develop. Some previous experience in procurement is ideal and we welcome applications from people with a range of commercial experience and from diverse backgrounds. The successful candidate is expected to have a good level of understanding of the implications of working within a public sector environment.

    Procurement is supporting Local Government Restructure (LGR) and there are many contracts that need to be transferred to our new unitary structures.

    The Procurement Team manages approximately £1.5bn of annual spend with external suppliers, procuring everything from software to social care services, cleaning products to highway maintenance. As a Change Manager, you will support and enable our move to a Future Surrey model - helping to facilitate the complex changes involved in moving from a two tier to a unitary local government model.

    You will work closely with a wide variety of stakeholders, gathering and managing data to enable a smooth transition to take place.

    Procurement plays a key role across Surrey County Council in terms of supporting how public money is spent well, and making sure that it is spent both in a compliant way as well as obtaining best value from it - e.g. reducing carbon emissions and adding social value.
