How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Job description

    PMO Resource Manager

    Location: Whiteley (Fareham, Hampshire) - 3 days per week onsite
    Duration: 6 months
    Rate: £550-£600 p/d (Umbrella)
    IR35: Inside
    Clearance: SC Clearance (BPSS to start)

    Responsibilities:

    * Lead the end‑to‑end framework for analysing, forecasting and governing delivery demand across all strategic outcomes, setting the approach and policies for demand management, prioritisation and reporting.
    * Define and maintain short to medium term oversight of 12 strategic outcomes, ensuring alignment to Business Plan priorities.
    * Work with Principal Planner to lead capacity modelling and forecasting ensuring resource capacity (Skills, availability and capability) is sufficient to meet current and future business needs.
    * Own the ring‑fenced resourcing contention process for the short‑ to mid‑term, ensuring optimal deployment of the resource pool, timely conflict resolution and clear recommendations to mitigate delivery risk.
    * Continuously assess resource data to identify constraints, conflicts, risks and optimisation opportunities, providing clear recommendations to maximise utilisation.
    * Review business cases to evaluate resource feasibility, future pressures, and demand/capacity risks.
    * Manage risk and opportunity within the resource management process, ensuring effective identification, mitigation and realisation.
    * Partner with senior stakeholders to shape, validate and prioritise demand, influencing effective resource decisions.
    * Facilitate the Outcome Resource Management Board, ensuring transparent risk identification and decision‑making.
    * Provide authoritative insight on resource demand, capacity constraints and delivery risk to Control Boards, Assurance Teams and Quality Reviews
    * Work with key stakeholders to implement short‑ and medium‑term adjustments to resource capacity to maintain delivery commitments and resolve emerging pressures.
    * Feeds into and influence the strategic workforce plan owned by business services to ensure we can meet future delivery milestones
    * Generate clear, insight‑driven reporting for senior leadership, including resource landscape, risk exposure, resource utilisation trends, and strategic recommendations arising from demand/capacity analysis.
    * Provide leadership, direction and line management to the team, building a high‑performing, skilled and engaged function.
    * Build organisational capability in resource management through developing team skills, training plans and benchmarking against external best practice.
    * Drive continuous improvement, challenging existing practices and identifying new approaches that strengthen PMO effectiveness and project and programme delivery.
    * Feed resource and demand insights into the Strategic Workforce Plan to ensure future skills, roles and capacity are aligned to long‑term delivery milestones.

    Skillset/experience required:

    Essential:
    * Deep understanding of P3M environments and recognised best practice, with the ability to apply governance, planning and delivery disciplines effectively.
    * Highly skilled in analysing resource capacity, skills availability and future requirements using data-driven modelling to predict constraints and inform decision-making.
    * Strong capability to oversee multiple programmes, interpret portfolio-level impacts, and provide clear, actionable insight to governance and senior forums
    * Proven ability to influence senior leaders, shape organisational demand, align priorities and drive collaborative decision-making across complex structures.
    * Ability to challenge existing practices, introduce improved processes and embed best-practice resource management standards across the PMO.
    * Experienced in leading teams, building capability, coaching and motivating others, and creating a high-performance culture.
    * Demonstrable experience delivering within complex business transformation environments, implementing innovative operational, tactical and strategic solutions.
    * Ability to translate short- and mid‑term delivery pressures into long‑term workforce requirements and contribute meaningfully to organisational workforce planning cycles.
    * Strong written and verbal communication ability, with credibility to engage, influence and build productive relationships at all levels of the organisation.
    * Confidence and capability to make sound decisions, negotiate effectively, challenge constructively, and remain robust, persuasive and resilient in high‑pressure environments.
    * Be able to demonstrate a commitment to Equality through action on Diversity and Inclusion
    * Undertake delegated responsibility from the Head of PMO and the Head of Project and Programme Management Capability as and when required within agreed boundaries
