How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Business Coordinator - HR and Administration

    Location: Cecil Ward Building and Duncrue Industrial Estate, Belfast
    Pay rate: £23.37 per hour
    ⏰ Hours: 37 hours per week
    Working pattern: Monday to Thursday, 8:30am-5:00pm, and Friday, 8:30am-4:30pm

    Prime Recruitment Services is recruiting a Business Coordinator to work within the HR and Administration team at Belfast City Council.

    The successful candidate will support the effective management of human resources matters across the City and Neighbourhood Services Department. The role will involve providing advice to senior managers, supervising support staff and ensuring HR services are delivered efficiently and in line with council policies and procedures.

    The position will be split between the Cecil Ward Building and Duncrue Industrial Estate. It will be office-based until the successful candidate is fully trained.

    Key responsibilities

    Provide HR advice and guidance to Operational Directors, senior managers and employees.

    ⚖️ Support the management of employee relations, disciplinary, grievance and capability matters.

    Act as an investigating officer and complete formal HR investigations.

    Manage sickness absence cases and monitor attendance management performance.

    Prepare HR reports, statistics and management information for senior leadership.

    ️ Maintain accurate records relating to recruitment, absence, overtime, leave and employee relations.

    Monitor agency workers, temporary workers and fixed-term contracts.

    Support redeployment, vacancy control and organisational change processes.

    Attend meetings with Trade Unions, staff representatives, Corporate HR and Legal Services.

    Assist with Freedom of Information and data protection requests.

    ⚖️ Help prepare documentation and case papers for employment tribunals.

    Provide accurate departmental information to payroll.

    Support the development and delivery of HR training programmes.

    Develop performance indicators, improvement plans and departmental business objectives.

    Allocate workloads and supervise, motivate and manage assigned support staff.

    ✅ Ensure compliance with employment legislation, council procedures and corporate policies.

    Essential criteria

    Applicants must have:

    A relevant third-level qualification, such as Business Studies, Human Resource Management or an equivalent qualification.

    At least two years' relevant experience managing and supervising employees.

    At least two years' experience working in an HR role within a multidisciplinary and unionised organisation.

    Experience providing HR advice and guidance to senior managers.

    Applicants must have experience in at least five of the following HR areas, including attendance management and disciplinary and grievance procedures:

    Attendance management.

    ⚖️ Disciplinary and grievance procedures.

    Performance and capability management.

    Unfair treatment complaints.

    ✅ Quality and continuous improvement initiatives.

    Payroll administration.

    Training and development.

    Skills and attributes

    Applicants should also demonstrate:

    Strong report writing and professional communication skills.

    ️ The ability to advise and support senior and middle management.

    Experience using HR systems, databases and reporting software.

    Strong analytical, investigation and decision-making skills.

    The ability to organise workloads and manage competing priorities.

    Effective leadership and staff supervision skills.

    Up-to-date knowledge of HR legislation and best practice.

    Experience implementing and supporting changes to working practices.
