This is a newly created opportunity to join a growing infrastructure business where you will act as the senior commercial authority across the Pre-Construction department. Working closely with the Head of Pre-Construction and Lead QSs across multiple divisions, you will ensure commercial processes, reporting, governance and risk management are delivered to the highest standard.
Job Description
Lead commercial governance across the Pre-Construction function, developing procedures, standardising commercial controls and ensuring compliance with delegated financial authorities and internal processes.
Review and assure divisional CVRs, forecasts and commercial submissions, challenging assumptions, validating margins, reviewing risks and opportunities, and ensuring accurate and consistent reporting across the business.
Produce executive-level commercial reporting for senior leadership, including dashboards, performance packs, trend analysis, pipeline reporting, forecast revenue, margin performance and key commercial risks.
Conduct commercial audits and assurance reviews across tenders, cost plans, procurement activities, pricing build-ups, subcontractor comparisons and commercial recommendations.
Drive continuous improvement and commercial intelligence, improving processes, developing benchmarking and cost databases, supporting Power BI reporting and mentoring the Lead QS function across the Pre-Construction department.
Skills / Qualifications
Proven Commercial Manager or Senior Quantity Surveyor experience, ideally gained within pre-construction, infrastructure, major projects, or a complex contracting environment.
Strong commercial governance and assurance experience, with the ability to review CVRs, forecasts, tender submissions, risk allowances, margins and commercial processes at a senior level.
Experience working on complex projects or tenders, ideally involving projects valued at £20m+ and sectors such as social infrastructure, healthcare, education, residential or public sector works.
Strong understanding of commercial reporting, risk management and procurement, with experience of NEC and/or JCT contracts; experience with Power BI or commercial data analysis would be advantageous.
Degree-qualified in Quantity Surveying, Commercial Management or a related discipline, with RICS or equivalent professional membership desirable.
