How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    6-Month Interim Contract

    Hays are delighted to be working in partnership with a large local authority to recruit an experienced Director to lead a significant programme of property-led regeneration, housing growth and transformation activity.

    This is a high-profile leadership opportunity for a commercially minded property and regeneration professional with a proven track record of delivering complex development programmes, driving organisational transformation and working successfully across both public and private sector partnerships.

    The Opportunity

    Reporting directly to the Executive Director of Place, Prosperity and Sustainability, you will play a pivotal role in delivering the Council's regeneration ambitions while supporting key property-oriented Improvement & Recovery Plan objectives.

    You will lead the transformation of the Council's approach to property, regeneration and development delivery, ensuring major projects are delivered at pace, within financial parameters and in line with the Council's strategic objectives.
    The successful candidate will be responsible for shaping a professional, commercially focused property, development and regeneration function capable of delivering and enabling significant development opportunities, housing growth, capital receipts and inclusive economic growth across the city.

    Key Responsibilities

    Lead the delivery of a property and housing development-led regeneration programme aligned to wider directorate and corporate objectives.
    Drive the Major Projects workstream, ensuring projects are delivered effectively whilst maximising investment opportunities.
    Take strategic ownership of key regeneration schemes.
    Support the delivery of the Council's asset disposal and capital receipts programme.
    Transform and integrate regen, housing development and project management functions into a commercially astute, high-performing service.
    Enhance partnerships working with internal and external stakeholders and develop strong relationships with developers, investors, funding bodies and strategic partners.
    Embed robust programme management, performance monitoring and risk management frameworks.
    Champion innovation, commercial thinking and continuous improvement across regeneration and development teams.
    Provide visible and inspirational leadership to multidisciplinary teams throughout a period of significant transformation.
    About You
    We are keen to speak with senior regeneration leaders who can demonstrate:

    Extensive experience leading major regeneration, development and property portfolios.
    Strong knowledge of the full development life cycle including feasibility, land assembly, acquisitions, development appraisal, funding, planning, delivery and disposal.
    A proven track record delivering large-scale mixed-use regeneration and housing schemes.
    A demonstrable understanding of the complexity of dealing with a large asset base whilst leveraging this to deliver often competing priorities
    Experience influencing and managing complex stakeholder environments including elected members, senior executives, developers, investors and public sector partners.
    Strong commercial acumen with the ability to balance financial performance alongside social, environmental and community outcomes.
    Exceptional leadership, communication and negotiation skills.
    Experience driving transformational change and creating high-performing teams.
    The credibility and confidence to challenge constructively while building collaborative relationships.
    A proactive, delivery-focused approach combined with strong strategic thinking.

    Ideal Background

    This role would particularly suit candidates who have operated at Director, Assistant Director, Head of Regeneration, Head of Development, Head of Property, Development Director, Regeneration Director or Strategic Asset's leadership level within local government and in a core or large city environment.

    Experience delivering complex regeneration programmes involving large-scale housing growth, town and city centre regeneration, public-private partnerships, development vehicles, capital programmes and investment projects will be highly advantageous.
