How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    Business Analyst

    £46,889 per annum - Grade 8 Leeds / Hybrid Full time - 37 hours per week

    Please note that the Combined Authority will consider requests for part-time working and/or job share. We currently have a vacancy for a Business Analyst to join our Change and Transformation Team. Please note, regrettably we are unable to offer sponsorship for this position.

    This is a key specialist role, working at the heart of the organisation to help shape and deliver high-impact change, transformation and improvement activity. As our Business Analyst, you will work closely with senior stakeholders across the organisation to understand business needs, analyse current and future ways of working, and translate insight into clear, evidence-based recommendations that support effective decision-making and sustainable change.

    You will play a leading role in business analysis and process improvement, using data, analytical tools and structured methodologies to identify opportunities to streamline operations, improve services and deliver measurable benefits. The role offers the opportunity to operate as a trusted adviser, influencing change at scale and helping to embed modern, efficient and customer-focused ways of working across the Combined Authority.

    The Role

    Reporting into the Head of Change and Transformation, your key responsibilities will include:

    * Leading business analysis and process improvement activity, including mapping current and future state processes, analysing data and identifying opportunities to improve service delivery and operational efficiency.

    * Working closely with senior stakeholders and delivery teams to translate organisational and service needs into clear business requirements, options appraisals and evidence-based recommendations that inform change and transformation initiatives.

    * Providing expert advice and guidance on business analysis methodologies and change approaches, supporting the successful design, delivery and embedding of complex change and transformation projects and programmes.

    While this role supports hybrid and agile working, there is an expectation that employees spend a minimum of 2-3 days a week in the office, to support effective collaboration, team working and stakeholder engagement. The office base for this role will be Wellington House, Leeds, and the specific on-site working arrangements will be discussed and agreed with the recruiting manager.

    About You

    You will have the following key skills, attributes, education, and experience:

    * A degree in Business Administration or a related discipline, or equivalent substantial experience in a business analysis role.

    * Significant experience of delivering business analysis and process improvement within complex organisational environments, with evidence of achieving measurable benefits.

    * Strong experience of applying business analysis tools and techniques, including process mapping, requirements definition, options appraisal and benefits analysis.

    * Proven ability to work with, and influence, senior stakeholders, facilitating workshops, challenging constructively and communicating complex information clearly and persuasively.

    * Experience of working within project or programme environments, with an understanding of structured delivery methodologies such as PRINCE2, Agile or equivalent.
