How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    About the Role

    This is a defining moment for transport in the East Midlands. As the region's Local Transport Authority, EMCCA is at the forefront of shaping a bold, future-focused Mayor's Transport Plan-driving forward a transformational investment programme worth over £2 billion. This is more than infrastructure; it's a once-in-a-generation opportunity to reimagine how people connect, travel, and thrive across the region.

    Robust transport modelling is central to this work, enabling evidence-based decision-making and effective evaluation of strategies and schemes.

    We are seeking a Transport Modeller to lead the development, delivery and application of strategic transport modelling tools across the region. This role will provide essential technical expertise to support policy development, business case preparation and investment decisions.

    Working closely with senior leadership, including the Director of Transport and the Head of Transport Investment, you will ensure that modelling capability supports both immediate delivery needs and long-term strategic objectives.

    Our region is home to award-winning bus companies, an established tram system, the HQ of the new GB Railways, and birthplace of the first workplace parky levy in Europe - this is a region with both track record and vision.

    Key Responsibilities

    Lead the development and commissioning of a regional strategic transport model to support policy and investment decisions
    Develop a clear strategy for evolving initial modelling solutions into a long-term, integrated modelling framework
    Conduct an audit of existing modelling tools across the region and identify gaps against EMCCA's strategic objectives
    Act as an intelligent client when managing consultants and external specialists delivering modelling services
    Work closely with procurement teams to commission and manage external support for modelling development
    Support the delivery of key strategies, including the Mayor's Transport Plan and regional growth plans, through robust modelling input
    Implement modelling tools and frameworks across EMCCA and constituent authorities, ensuring effective adoption and use
    Manage ongoing access to and use of modelling tools, ensuring outputs meet operational and strategic needs
    Provide expert advice to scheme sponsors on appropriate modelling approaches for business cases and proposals
    Produce high-quality reports and visual outputs to communicate modelling results clearly to technical and non-technical audiences
    Support the assessment of business cases, with a focus on modelling methodologies, assumptions and outputs
    Collaborate with neighbouring authorities and partners to address cross-boundary modelling requirements
    Act as an expert representative in discussions with funding bodies, including the Department for TransportLeadership Responsibilities

    We are seeking a highly skilled and analytical professional with strong technical expertise in transport modelling and a collaborative approach to delivery.     Essential Skills and Experience:

    Extensive experience in transport modelling and/or transport data analysis
    Strong experience using strategic transport modelling software (e.g. EMME, Cube, VISUM or similar)
    Knowledge of a range of modelling approaches and the ability to select appropriate methods for different scenarios
    Strong analytical skills, with the ability to assess transport strategies and business cases
    Experience working in collaborative, multi-agency environments
    Ability to communicate complex technical information clearly to non-technical audiences
    Strong organisational and prioritisation skills, with the ability to manage multiple activities concurrently
    High levels of professional credibility, integrity and accountabilityDesirable:

    Experience in microsimulation or junction modelling (e.g. VISSIM, AIMSUN, TRANSYT, LINSIG, SIDRA)
    Familiarity with GIS platforms such as ArcGIS
    Working knowledge of Python, Power BI, or scripting/macros in modelling software
    Understanding of transport investment planning processes
    Experience working within a public sector or politically sensitive environmentQualifications

    Degree (or equivalent experience) in a relevant discipline such as transport planning, engineering, mathematics or data science
    Evidence of continued professional development
